1. **Objective of the Procurement**

The objective of the procurement is a command centre, used as a support facility for the management and maintenance of rescue operations. The centre operates in field conditions as a mobile and independently functioning command environment, enabling the management of rescue operations, maintenance of communication links, and personnel rest, maintenance, and planning activities. The centre must be designed structurally, in terms of equipment and electrical systems, to be suitable for year-round use in varying weather conditions.

2. **Scope of Delivery**

The delivery includes:

• Production and equipping of the command centre according to the specification table

• All necessary electrical and telecommunications solutions according to preliminary electrical drawings

• Structural solutions and layout according to the preliminary floor plan

• Acceptance inspection and testing with the purchaser

• User and maintenance instructions as well as documentation (structures, electrical, systems)

• User training for the purchaser

3. **Purpose of Use**

The command centre is used as:

• A command centre for rescue operations in rescue exercises and other real-life situations

• A command centre equipped with necessary power outlets, readiness for data networks, and radio equipment

• A maintenance and rest area for the rest periods and temporary accommodation of rescue teams

4. **Technical Requirements**

More detailed technical requirements are presented in a separate specification table, which is attached to this call for tender. The design and implementation of the centre must take into account:

• Thermal and sound insulation for year-round use

• Adequate lighting and power outlet equipment

• Electrical systems (including grid use, generator supply, and backup power options)

• Space utilisation and furnishings according to the floor plan

• Mobility

• Durable and maintainable structure suitable for rescue operation conditions

5. **Delivery Schedule and Location**

• Delivery date: By 01.05.2027 at the latest.

• Delivery location: Central Warehouse, Malmi Fire Station, Malminkenttä, 00700 Helsinki

• The purchaser will carry out an acceptance inspection before the delivery is approved.
