Germany – Environmental monitoring for construction – HÖP Ubstadt-Weiher Planungslos 2

The State of Baden-Württemberg, represented by the Regierungspräsidium Karlsruhe, Department 53.1, is implementing the flood protection and ecology project in Ubstadt-Weiher, abbreviated as "HÖP Ubstadt-Weiher", along the Kraichbach, for which the plan approval decision is available. The Kraichbach is a first-order watercourse in the affected area. In addition to the flood protection measures, extensive water ecological improvements are planned to achieve the objectives of the EU Water Framework Directive (WRRL). The project also promotes the wetland character of the nature reserve "Bruch bei Stettfeld". The project "HÖP Ubstadt-Weiher" thus improves flood protection in the settlements of Ubstadt-Weiher and makes a significant contribution to the ecological enhancement of the Stettfelder Bruch. The engineering measures essentially comprise the new construction or upgrading of flood protection dams, the new construction of a flood protection wall, the water ecological development of the Kraichbach in a so-called development corridor, the new construction of culvert structures and the dismantling and new construction of a bridge. The project area is located for the most part in the nature reserve "Bruch bei Stettfeld". This is an extremely sensitive natural area with an above-average species richness, including the occurrence of particularly and strictly protected species. This results in the construction measures having to be carried out with very high requirements for species and nature conservation. This is to be ensured, among other things, by means of complex planning of the construction process and numerous regulations, e.g. construction time regulations, protective measures for trees in the construction site, procedure for the dismantling of dams and river banks, reuse of soils, etc. In addition to the local construction supervision, an ecological construction supervision and a soil science construction supervision are used for the monitoring of the protective measures. Appropriate measures for flood protection are also to be determined and permanently maintained for the duration of the construction process. Further special features of the project are suspected ordnance areas, which were determined on the basis of an aerial image evaluation, as well as archaeological monuments or examination cases, which are located in the project area and which have to be recorded after the find. Furthermore, there are construction measures with the involvement of the adjacent route of Deutsche Bahn AG. In addition, the route of the product pipeline Huttenheim-Heilbronn of the Bundeswehr, so-called NATO pipeline, crosses the construction site. The planning lot PL1 with services for "technical planning, including object planning, structural planning, technical equipment, surveying etc." were awarded in the procedure TED 226832-2026. The subject of the present planning lot PL2 is planning services for environmental planning, soil science and ecological construction supervision, species protection, see following explanations. It is planned to tender services for "geotechnics" in a planning lot PL3.
