Description

The contractor (CT) commits to providing the managed operation of the casino in the Generalmajor-Freiherr-von-Gersdorff Barracks, Euskirchen (property), as detailed in the service description in Annex 1 to the service contract, and to ensure this through independent operational planning, including the independent use of goods and personnel. For the provision of the required service, the CT receives a monthly remuneration, the amount and calculation of which must be specified by the CT in its tender. The revenue generated by the CT within the framework of the casino operation also remains with the CT; only when the turnover achieved by the CT within a calendar year, plus the remuneration paid by the contracting authority (CA), exceeds the costs incurred for the casino operation, the remuneration by the CA is reduced by an amount exceeding the costs. The contract duration is five years (with two possible extensions of one year each). The current planned start of service is 17 November 2026. The latter is explicitly not guaranteed but may change during the course of the procurement procedure. The subject of the service is the provision of an attractive gastronomic offer by the CT, which, in addition to meals oriented towards the troops, creates an atmosphere that invites you to linger and enables a convivial togetherness. For the operation of the casino, the CT is provided with premises (including terrace) and property material located therein by the CA. The transfer is free of charge, i.e. no rent is charged. The CA also bears the costs for the property operating services provided by the CA (facility management, such as media supply (water, electricity, heat), wastewater disposal and waste disposal). Details are regulated in the regulations for the transfer of Bundeswehr properties to third parties as contractors [RÜL] (Annex 3 to the service contract). The CT is responsible for the procurement of the cash register system. The CT must offer certain dishes and beverages at contractually fixed prices (see Annex 9 to the service contract, basic range). The prices are adjusted annually in February to reflect price developments. The availability of the basic range must be ensured. For all dishes beyond the dishes of the basic range, the CT is free to set the prices. Details can be found in the contract documents, in particular the service contract and the service description in Annex 1 to the service contract.
