The Public Service Concession will involve the design, financing, implementation, marketing and operation of the future network in an area spanning the municipalities of Gallargues and Aigues-Vives, including the ZAC Cap Gallargues, the ZAC Pôle actif and the Claude Chappe college, among others. The Concessionaire's main responsibilities, at its own risk and peril, will be:

- The design, financing and implementation of all heat and cold production facilities for the future service, as well as the network and connections intended to supply future subscribers;

- The marketing of the network;

- The operation of the network (including its GER)

- Commercial management
