The Rhein-Kreis Neuss intends to renovate and modernise the Berufsbildungszentrum Dormagen (BBZ DO). Two feasibility studies are available for this purpose. The Rhein-Kreis-Neuss is looking for suitable contractors to take over the necessary architectural and engineering services. The required services will be tendered separately as follows:

Lot 1: Building and outdoor facilities planning

Lot 2: Structural engineering planning

Lot 3: Technical equipment planning

The implementation of the measures will be accompanied by an external project manager. The services for Lot 2 are being tendered with this procedure:

Lot 2: Structural engineering planning

The building dates from the 1970s and requires renovation due to its outdated technical equipment, building substance, and the outdated layout of the rooms. It will therefore be completely gutted down to the concrete skeleton and load-bearing masonry. Subsequently, the facade, roofs and interior will be renovated; the same applies to the schoolyard. The planning and implementation of the measure must comply with the demanding funding requirements. To maintain eligibility for funding, detailed evidence must be provided. Project and planning objectives:

All planning should fundamentally pursue the goals mentioned in the project description. In addition, the following planning objectives in particular apply:

1. The cost framework must be strictly adhered to.

2. Compliance with the tasks and goals formulated in the funding application and its grant notification.

3. The above-mentioned deadlines for implementing the measures must be met.

4. The objectives for sustainable building must be met, particularly with regard to the requirements of the BNB system.

5. Compliance with the legal requirements for energy efficiency in a renovation and the achievement of the highest energy efficiency class.

The structural engineering planning includes all basic services of the service phases 1 to 6 according to § 49 ff. or Appendix 14.1 of the HOAI 2021 for all measures related to the renovation and modernisation of the BBZ Dormagen, including necessary facade and foundation elements as well as building structures in outdoor facilities and their foundations, if they require structural engineering. In addition, the following special services must be provided. Special services in design planning:

1. Proof of earthquake protection

2. Proof of the buoyancy safety of structures

Special services in approval planning:

3. Proof of structural fire protection, if necessary taking into account the temperature (hot assessment)

4. Static proof of constructions not belonging to the load-bearing structure (e.g. facades)

Special services in construction planning:

5. Design and proof of connections in steel and timber construction

6. Structural drawings in reinforced concrete construction, which do not require supplementation on the construction site by the plans of the building planner

Special services in the preparation of the tender and in the participation in the tender:

7. Creation of a synopsis of the bill of quantities (short textual summary of the bill of quantities with the most important data on the type and scope of the service for the ex-ante publication)

8. Participation in the cost estimate according to DIN 276 or other specifications of the client from unit prices or lump-sum offers

Special services in construction supervision:

9. Engineering inspection of the execution of the load-bearing structure for compliance with the checked static documents

10. If necessary, engineering inspection of construction aids (e.g. scaffolding and excavation safety)

11. Supervision of the execution of the structural interventions in the existing structure

12. Control of concrete production and processing on the construction site, evaluation of quality tests

The following services are to be offered and billed on a lump-sum basis:
