The Chancellery of the Parliament procures an audiovisual asset management system, with which the video, audio, image, graphics, infographics, subtitles, and related documentary materials of the Parliament are managed as a single AV asset lifecycle management entity. The main objective of the procurement is to form a single logical system and service entity, in which different types of materials are retrievable, manageable, processable, shareable, protectable, and transferable for long-term preservation according to common principles by internal users. The subject of the procurement is not a separate image management system and a separate video/audio material management system, but a comprehensive service solution that combines them. The solution may technically consist of several modules, components, or parts produced by subcontractors. However, it is a requirement that the solution forms a single manageable entity for the Chancellery of the Parliament, in which the supplier is responsible for the service, integrations, maintenance, support, cybersecurity, service level, and error management as a single entity. The system must particularly ensure: • the centralized findability and usability of materials for internal users • the joint search of material types, management of metadata and management of relationships between materials • the uniform management of usage rights, usage restrictions and roles • the management of plenary session recordings and related time-coded speaker information • the integrity, backup, cybersecurity and data protection of materials • the phased migration of materials from current sources • the transfer of materials to long-term preservation as managed storage packages • interfaces for the processing, utilization and publication of materials.
