Germany – Financial leasing services – Rahmenvereinbarung für das Dienstradleasing der Stadt Delmenhorst

The City of Delmenhorst wishes to conclude a framework agreement for the leasing of bicycles for its approximately 1,430 employees. The City of Delmenhorst has already offered its tariff employees the possibility of a service bicycle via salary conversion for official and private use since 01.01.2023. To ensure that the offer of service bicycle leasing can continue to be provided, a supplier (cooperation of service providers with specialist retailers, leasing companies and insurance service providers) is to be found in the course of a follow-up tender. The City of Delmenhorst acts as the lessee, which provides the service bicycle to the employees and civil servants. A framework agreement is to represent the leasing content, which includes the provision of bicycles by way of leasing (partial amortisation leasing) for the purpose of transfer to the employees and civil servants for official and private use, including insurance, training and service services, in particular the handling of the ordering, return and damage settlement processes, maintenance and repair, incident management and provision of an online portal. The framework agreement is concluded between the contracting authority and the contractor. The financial conditions made in the course of an offer, in particular the leasing rate incl. insurance as well as (partly optional) service and insurance package, are agreed for the term of the framework agreement. The contracting authority concludes individual leasing contracts for the employees and civil servants with the contractor on the basis of the framework agreement. Corresponding terms of use and transfer agreements with the rights and obligations of the employees and civil servants are agreed between them and the contractor. The terms of use and transfer agreements also regulate the salary conversion. The contractor coordinates the overall performance in accordance with the description of services and handles it uniformly.
