The procurement services of the City of Turku Group, on behalf of Turun Satama Oy, invites applications to participate in a competitive dialogue procedure for port security services. The subject of the procurement and the service requirements are described at a preliminary level in this invitation to participate and will be specified in the negotiations. The procurement procedure is two-stage. Based on this invitation to participate, candidates will be selected for the negotiations. During the negotiations, the service requirements and the criteria for comparing tenders will be specified. Based on this invitation to participate, 5 candidates will be selected for the second stage, i.e. the negotiation stage. In the second stage, the candidates selected for the negotiations will receive the actual invitation to tender. The selection criterion for the invitation to tender stage is the most economically advantageous price, with a weighting of 70% for price and 30% for quality. Content of the negotiations: The purpose of the negotiation stage is to draw up the actual invitation to tender. During the negotiations, the service description, quality description and price list attached to the invitation to participate will be specified. The negotiations aim to specify the criteria for comparing tenders, both qualitative criteria and the way in which prices are requested and compared. It is planned that the weighting for quality will be 30% in the comparison. Possible qualitative criteria are, for example, the quality description required from the tenderers as part of the tender (attached to the invitation to participate). During the negotiations, the conditions relating to information security will be discussed, which the candidate will be able to see if they are selected for the second stage. The conditions are standard in form, but they can be modified on the basis of the negotiations by mutual agreement. Preliminary timetable: Publication of invitation to participate - May 2026 Deadline for submission of applications to participate - 15.6.2026 Decision on candidates selected for negotiations - June Negotiations - August/September Publication of the actual invitation to tender - September Deadline for tenders - 9.10.2026 The preliminary material sent to candidates selected for the negotiations contains information to be kept confidential about the Purchaser's services. The candidates selected for the negotiation round must sign a confidentiality agreement before the material is released. If the Purchaser so wishes, the candidates selected for the negotiations may be sent preliminary tasks related to the preliminary content of the negotiations. The negotiations are of the same content for all invitees and are conducted in confidence.
