Poland – Supervision of building work – Pełnienie obowiązków inspektora nadzoru inwestorskiego nad zadaniem inwestycyjnym pn.: „Rozbudowa z przebudową oraz zmiana sposobu użytkowania budynku SOKOLNI przy ul. Orkana 2a w Zakopanem”

The subject of the tender is the selection of a contractor who will provide, on behalf of the contracting authority, services consisting of performing the duties of an investment supervision inspector in the scope of supervision, control and settlement of construction works carried out within the investment task entitled: „Expansion with reconstruction and change of use of the building SOKOLNI at ul. Orkana 2a in Zakopane as a place of social integration and activation, along with the necessary technical infrastructure, buildings and building facilities on the land parcels no. 396/2, 397/4, 397/6, 397/10, 397/11, 397/12, 397/13, 397/14, 397/15 cadastral plot 005 in Zakopane”. 2. The order includes performing the function of an investment supervision inspector in the specialty (industry): − structural – construction (person additionally appointed to perform the duties of the construction site coordinator), − installation in the scope of networks, electrical installations and electro-energy devices without restrictions, − installation in the scope of heating, ventilation, gas, water and sewerage networks and installations without restrictions, − installation in the scope of telecommunications networks, installations and devices. 3. The detailed scope of the construction works covered by the service is contained in the technical documentation (construction design and execution design) made available at the internet address of the conducted tender procedure: https://powiat-tatry.ezamawiajacy.pl/pn/powiat-tatry/demand/299308/notice/public/details. 4. The contracting authority informs that the supervision of the investment task is co-financed within the framework of Agreement no.: FEMP.07.04-IZ.00-0244/25-00-XXI/65/FE/UMWM/26 of 21 April 2026 – on co-financing the Project within Priority 7 European Funds for Local Communities Programme European Funds for Małopolska 2021-2027. 5. As part of the service being the subject of the order, the Contractor or his subcontractor (if the Contractor does not provide the service independently), is obliged to perform the duties provided for in the Act of 7 July 1994 – Building Law (j.t. Journal of Laws of 2026, item 524) using, inter alia, the authorizations provided for in these provisions, and in particular is obliged to: 1) represent the investor on the construction site by exercising control over the compliance of its implementation with the design and building permit, regulations and technical knowledge rules; 2) check the quality of the works and building products incorporated, and in particular prevent the use of defective building products not permitted for use in construction; 3) check and accept works that are concealed or disappearing and participate in the activities of accepting finished building objects and handing them over for use; 4) confirm the works actually performed and the removal of defects, and also, at the request of the investor, control the settlement of the construction; 5) familiarize and check the design documentation; 6) provide the Contractor with information, explanations on questions regarding the Design Documentation; 7) give opinions on applications in disputes regarding works covered by the Agreement; 8) control the compliance of the works carried out with STWiOR and Design Documentation; 9) apply for the conduct of necessary expert opinions and technical tests; 10) control the observance by the Contractor of the provisions of BHP and P.POŻ. Stop the works in case of their implementation in violation of the provisions; 11) inform the Contracting Authority about events and circumstances that may affect the quality of the works or the planned completion date of the investment; 12) check the works and notify the Contractor of the detected defects. Conduct measurements and assess materials and works at the places of production and on the construction site, accept materials in accordance with the requirements of STWiOR from the sources indicated by the Contractor. Make decisions on the admission to use materials possessing the producer's certificate; 13) apply and order the Contractor to carry out additional tests of incorporated materials raising doubts as to their quality; 14) confirm and certify the removal of defects; 15) check the valuation of changes and additional works presented by the Contractor; 16) carry out quality control and measurement of disappearing works presented by the Contractor; 17) enforce the Contractor to apply provisions related to the protection of the natural environment; 18) check the execution by the Contractor of the layout in the plan and the designation of the height of all elements of the works; 19) assess the compliance of materials and works with the requirements of STWiOR on the basis of the results of tests and measurements provided by the Contractor; 20) participate in the commissioning of samples for testing; 21) make decisions on the suspension of part or all of the works in situations specified in the contract conditions for the works and notify the Contracting Authority; 22) control the proper conduct of the Construction Diary (or Measurement Book); 23) carry out the acceptance of disappearing and concealed works. Participate in partial, final and final (warranty) acceptance. The further part of the description of the subject of this order is below in point 5.1. Order part: LOT-0001 of this announcement. 6. The contracting authority does not specify, with regard to the Contractors jointly applying for the award of the order, requirements related to the implementation of the order, as referred to in Article 58(4) of the pzp Act. 7. The contracting authority does not specify requirements related to the implementation of the order, as referred to in Article 96(1) of the pzp Act. 8. The conditions for the execution of the order are contained in the contract project, which is Annex no. 8 to the subject SWZ.
