Poland – Software package and information systems – „Dostawa i uruchomienie systemów teleinformatycznych w celu umożliwienia świadczenia e-usług dla projektu: Cyfryz@cja usług wodno-kanalizacyjnych w Zbrosławicach”

NAME OF THE CONTRACT: “Delivery and commissioning of teleinformatics systems to enable e-services for the project: Cyfryz@cja usług wodno-kanalizacyjnych w Zbrosławicach”. The subject of the contract is “Delivery and commissioning of teleinformatics systems to enable e-services for the project: Cyfryz@cja usług wodno-kanalizacyjnych w Zbrosławicach”. As part of the implementation of the subject of the contract defined in this way, the Contractor is obliged to deliver, implement, configure, commission and hand over for operation one, coherent Integrated Information System (ZSI). The implemented ZSI includes three interconnected systems: • Central Settlement and Contractor Service System along with the Electronic Customer Service Office (eBOK), • Electronic Document Flow (EOD), • Financial and accounting system (ERP) with e-service modules, and independently the Payroll and Personnel system compatible with ZSI. These form an internal system for implementing the policy of settling the remuneration of the unit's employees. The contract also includes: - integration of ZSI with the Contracting Authority's Sectoral Systems indicated in Annex No. 5 to SWZ (ZSI must be designed and implemented with full readiness for this integration), - granting a non-exclusive, perpetual license to use the software without time limits, in all fields of operation necessary for use by the Contracting Authority and resulting from the applicable copyright laws, - conducting training in the operation and administration of the system for System Users and System Administrators, as well as providing full documentation, - ensuring an adequate database for the contract for at least the duration of the implementation and the contract. The detailed description of the subject of the contract (hereinafter referred to as SOPZ) is contained in Annex No. 5 to SWZ. The value of the contract exceeds the EU thresholds set out in Article 3 of the Act of 11 September 2019 – Public Procurement Law (Journal of Laws of 2026, item 793), hereinafter referred to as the “Pzp Act”. The procedure is conducted in the form of an unlimited tender, as referred to in Article 132 of the Pzp Act. The Contracting Authority has provided for the application of the procedure referred to in Article 139(1) of the Pzp Act - the so-called "reverse" procedure.
