The subject of the procurement is the acquisition of substance abuse services for the Kymenlaakso well-being services county. The task of the substance abuse services is to provide customers with a safe treatment and rehabilitation environment, where they can receive guidance, support, treatment and rehabilitation to support abstinence. The aim is to encourage customers in rehabilitation as well as motivate them towards abstinence and any necessary follow-up treatment/rehabilitation. Substance abuse services are divided into five sub-areas:

• Detoxification and institutional withdrawal from alcohol

• Institutional withdrawal from drugs/medicines

• Rehabilitation institutional treatment for substance dependence

• Substance abuse and dependency rehabilitation according to the Social Welfare Act

• Substance abuse and dependency rehabilitation for families according to the Social Welfare Act

The customers are residents of Kymenlaakso who have reached the age of 18 and their families. The contracting authority is responsible for the design and organisation of the customer's service package.
