Renewal of Framework Agreements for Studies and Grouped Works STEEL and Valve Installation (STEEL & PE) in the South-East Region, PACA Sector: Expected Services: • Delegated Design and Build, • Planning of interventions, • Management of material and human resources related to the execution of Services, • Study, • DT/DICT, • Geo-detection / Georeferencing, • Use of GRDF computer tools « e-ACCOR, e-OSR, TRAVODOC, e-O2, P-GAZ », • SCM, material certificates, for tracking and payment of services, • Photographic self-inspection of constructed works, • Management of SCM material, • Excavation works, • Installation of steel pipelines operated in MPC / MPB / BP and associated connections (occasionally in trench backfill), • Steel welding with associated welding coordination including post-intervention coating application, • Installation of PE pipelines (for short lengths as part of steel network construction works) and associated connections, • Creation / removal of optimised steel connections, • Installation of gas equipment (cabinets, pressure-regulating stations, valves, ...) with associated masonry works, • Reworking of internal installations with MHG / MEG, • Resistance and tightness tests of MPC / MPB / BP networks and connections, • Drying of pipelines, • Radiographic control of welds, • In-service network plugging for gas on/off, • Installation of steel / PE valves and purges on MPC and MPB networks. The tender is composed of 2 lots. The documents to be submitted as part of the tender are as follows: • Administrative Documents - Company Presentation Document, - Registration Certificate, - Tax Regularity Certificate, - Social Regularity Certificate, - Professional Civil Liability Insurance Certificate, - Declaration of non-conviction of the Company's Representative, • Procedure-specific Documents - Cover Letter DC1, - Candidate Declaration DC2, - If the candidate is under judicial rehabilitation, copy of the judgments, - Power of attorney to commit the company, - Balance sheets or extracts of balance sheets for the last 3 years, • Minimum requirements making the tender ineligible if not met: - AIPR (Study) « Designer », - AIPR (Works) « Works Supervisor », - Arc Welder (B540.9 and/or B132.52). If these operations are subcontracted, attach the administrative documents and qualifications of the subcontractor. For information, other certifications or qualifications will be requested from the Bidders in the offer phase. • References - Previous references in the field of GAZ Network Works and/or Valves (2 sites minimum of different complexity carried out in the last 2 years for each Lot). Variants are not allowed. The minimum financial commitment for Lot 1 is 2 476 170 Euros HT. The minimum financial commitment for Lot 2 is 534 872 Euros HT. The total estimated amount over the total duration (including renewal) for all Lots is 12 306 000 Euros HT. The maximum amount over the total duration (including renewal) for Lot 1 is 20 240 000 Euros HT. The maximum amount over the total duration (including renewal) for Lot 2 is 4 372 000 Euros HT; Firm duration of 23 months. Possible renewal for two periods of 12 months, i.e. a maximum of 24 additional months. 2 separate technical lots. All Lots are Multi-Award Framework Agreements (2 Awarded expected according to the Lots). The Market Shares will be for the Lot with two Awarded: 55% for the Awarded in first position / 45% for the Awarded in second position. Given GRDF's commitment to decarbonising its purchases, a criterion relating to the CO2 reduction initiatives of the Bidders will be specified in the tender specification communicated to the selected candidates. This commitment will take the form of a level of the Carbon Performance Scale (EPC) or equivalent, proposed by the Bidder, which must be achieved one year after the award of the contract.
