Establishment of a DBS for the procurement of medicinal products of various indication groups in various dosage forms. The DBS will be carried out in two phases: 1. Establishment and management of a bidder pool The DBS will be established for the specified duration and scope of services. The procedure will be conducted exclusively electronically. The contracting authority will form a bidder pool. Any interested party can activate participation in the procedure at any time during the DBS and submit an application to participate. Any interested party who meets the suitability criteria published in the notice will be included in the bidder pool. They will thereby become a potential bidder and can submit an offer in the subsequent individual awards. The bidder pool is not size-limited. Any qualified participant will be included in the bidder pool. 2. Offering phase The specific procurements will be carried out as needed by the contracting authority within the framework of the offering phase in the form of individual awards. The contracting authority decides on the timing or the number of individual awards. It is expressly stated that there is no obligation on the part of the contracting authority to carry out individual awards. On the occasion of the individual award, the contracting authority invites all participants of the bidder pool admitted for the DBS to submit an offer and informs them of the specific conditions of the contract (e.g. quantity, delivery time, delivery location, award criteria, etc.), unless these have already been published in the notice. By submitting an offer, the bidder declares that no changes will be made to the suitability criteria. The offers received will be examined in terms of content and on the basis of the published award criteria. The bidder with the most economically advantageous offer, as determined on the basis of the communicated award criteria, will be awarded the contract. The participants admitted to the bidder pool of the DBS are not obliged to submit an offer within the framework of the individual awards. The participants must always inform themselves about the current status of the tendering procedure (the individual award). Any deadline extensions, candidate questions with the corresponding answers or other updates and changes must be retrieved by the participant independently on the e-Tendering Platform of the Federal Government. Any changes will be announced immediately by the contracting authority.
