Belgium – Repair and maintenance services of building installations – Raamovereenkomst: Technisch onderhoud, herstelling, uitbreiding en vernieuwing van de HVAC-installaties van het provinciaal patrimonium
Description
The Province of Limburg intends to establish a framework agreement for the technical maintenance and related repairs of the HVAC systems in the buildings of the Provincial Executive of Limburg. The framework agreement will be concluded for a period of 4 years. This framework agreement aims to provide for:
Part 1: Legally required maintenance - carried out by the contractor's own staff (with the required certifications) or recognised inspection bodies.
- an annual inspection of the boilers using heating oil and gaseous fuels.
- for the cooling units, the service provider will ensure that the maintenance and inspection obligations are met.
- the service provider will be responsible for a tightness test of the gas pipes.
Part 2: Preventive maintenance - additional maintenance beyond legal requirements, to be carried out at regular intervals or based on operating hours, with the aim of:
- promoting the lifespan of the installations;
- preventing hazardous conditions;
- preventing faults and defects;
- keeping energy consumption as low as possible.
Part 3: Corrective maintenance - maintenance carried out when faults occur:
- repairing faults and defects within the agreed time;
- the price for spare parts will be determined based on an increase percentage;
Part 4: Sub-contracts - carrying out works within the framework of demolition, renovation and/or expansion of technical installations:
- a separate service order will be given for each sub-contract, specifying the nature and scope of the works, start date and completion date. A separate acceptance certificate for the works of the sub-contract (partial delivery) will be drawn up, in accordance with the provisions of this specification;
- based on a price per hour for the working hours;
- the price for the necessary materials will be determined based on an increase percentage;
- no minimum number of working hours or minimum amount for sub-contracts can be specified.
Part 5: Spare parts based on an increase percentage - the amount annually provided for the necessary spare parts (preventive maintenance, corrective maintenance and sub-contracts) is set at € 100 000 excluding VAT.
The combination of these interventions aims to:
- ensure business continuity;
- guarantee safe operation;
- prevent hazardous situations;
- promote the lifespan of the technical installations, i.e. ensure that the installations, from an economic and/or technical point of view, last as long as possible;
- protect the material from damage;
- prevent faults and defects;
- repair faults;
- minimise energy consumption;
- install and commission additional HVAC installations via sub-contracts.
