At the Cologne-Merheim site, the Landschaftsverband Rheinland (LVR) plans to further develop the existing forensic psychiatric clinic. The background is that the building currently in use no longer meets the current structural and functional requirements and is permanently overcrowded. The project involves the realisation of a forensic psychiatric clinic through a new building in conventional construction, incorporating the existing building, which is to be preserved and possibly reused. The project includes both a quantitative increase in the number of places and the adaptation of room sizes, as well as a qualitative and conceptual further development of forensic care. The subject of the contract is project management services for the Forensik Köln-Merheim project, namely - Project management services in accordance with the scope of services according to § 2 of Section 2 of Volume No. 9 "Project management services in the construction and real estate industry - Standards for services and remuneration" of the AHO publications series, 6th edition May 2025) and - Supplementary (Special) Project Management Services. With the conclusion of the contract, the contractor will initially be entrusted with the services of project stages 1 and 2. The stepwise commissioning is carried out in order to carry out a building permit application in the performance phase 2 and to wait for the result before deciding on the continuation of the project in the subsequent project stages. The services of project stages 3 to 5 can be commissioned by the client subsequently, either in total or individually.
