Bulgaria – Construction work for water and sewage pipelines – Проектиране и строително-ремонтни работи и авторски надзор за обект: „Изпълнение на нов водопровод в урегулиран поземлен имот на Регистрационно-приемателен център (РПЦ) - гр. Харманли“

The subject of the contract includes the performance of the following main activities:

Activity 1 - Preparation of an investment project in the "Technical Project" phase with a scope and content according to the Spatial Planning Act (SPA) and Ordinance No. 4 of 21 May 2001 on the scope and content of investment projects and the technical specification (Part III requirements for technical projects). - Part "Geodesy" - Part "Water Supply and Sewerage"; - Part "Safety and Health Plan" (SHP); - Part "Construction Waste Management Plan" (CWMP); - Part "Fire Safety" (FS); - Billing documentation – quantitative (QS), quantitative-value bills (QVB), incl. for demolition works; - General explanatory note;

Activity 2 - Performance of construction and assembly works in accordance with the duly agreed and approved investment project, the issued Building Permit and the opening of the construction site, by drawing up and signing Protocol (Form 2) for opening and handing over the construction site and giving the line and level of the building; The construction must include the performance of all types of construction and assembly works for the implementation of the new water supply on the land property. All building materials and products used in the construction must be of high quality and accompanied by certificates of origin and/or declarations of conformity with the main requirements for constructions, in accordance with the regulatory framework. Drawing up of acts and protocols during the construction, reports, constative protocols for actually performed construction and assembly works and activities, executive documentation, technical passport and other construction documentation related to the completed construction, in accordance with Ordinance No. 3/31.03.2003 on the drawing up of acts and protocols during the construction and other regulatory documents.

Activity 3 - Exercise of author's supervision by the designer during the construction. The purpose of the public procurement is to build a new water supply on the land property through construction and assembly works, developing a new project on a new route. The new route is recommended to pass maximally through green areas, in order to preserve the existing permanent pavements in the land property. For the new water supply network, hydraulic calculations should be made depending on the final consumption in the individual buildings of the RCB - Harmanli. By implementing a new supply water pipe to the regulated land property of the RCB Harmanli from the water meter shaft to each building and site, the losses of drinking water, which are observed in the existing condition of the old water supply, will be discontinued. This will lead to an improvement of the building infrastructure and servicing of more people seeking refuge. The total term for the execution of the contract is up to 120 (one hundred and twenty) calendar days and includes the term for the preparation of the investment project, the term for the execution of the construction and assembly works and the term for the exercise of the author's supervision. The term for the preparation of the investment project in the technical phase starts from the date of signing the acceptance protocol, with which the Contracting Authority provides the Contractor with the necessary input data and documents, and ends with the submission of the investment project to the Contracting Authority, certified with an acceptance protocol. The term may not be longer than 30 (thirty) calendar days. The term for the execution of the construction and assembly works starts from the date of drawing up and signing Protocol Form 2 for opening the construction site and ends with the signing of the Constative Act Form 15 for establishing the fitness for acceptance of the building. The term may not be longer than 60 (sixty) calendar days. The term for the exercise of the author's supervision starts from the date of drawing up Protocol Form 2 for opening the construction site and ends with the performance of all the obligations of the Contractor for the exercise of author's supervision in accordance with the SPA, the subordinate normative acts for its application and the present contract, including his participation in the acceptance of the building, in the procedures for drawing up the final report by the person exercising construction supervision, as well as until the building is put into operation. The term does not include periods for the agreement and approval of the investment project, the issuance of a Building Permit and other periods, during which the execution is objectively suspended for reasons not attributable to the contractor.
