Description

In the context of testing or expertise of inertial sensors such as accelerometers, the DGA MI centre is required to evaluate the performance of accelerometers for armament programmes. The evaluations follow strict standards and require precise orientation of the accelerometers relative to the local gravitational field, as well as calibration according to temperature. Faced with the obsolescence of current means, the contract provides for the acquisition of three high-performance positioning benches to improve the accuracy of the evaluations and ensure the safety and availability of the systems. The contract is divided into lots and comprises two lots:

Lot n°1: The development and production of 2 units of a high-precision angular positioning bench to adapt to the specific interfaces of the DGA MI Accelerometry Laboratory. For Lot n°1, the contract includes an optional tranche, the terms of which will be explained in the consultation dossier. The services subject to this optional tranche may be added to the firmly ordered services. The buyer reserves the right not to confirm this tranche. Lot n°1 includes competence transfer and Maintenance in Operational Condition (MCO) services for each tranche and for a duration of 4 years.

Lot n°2: The development and production of a high-precision positioning bench coupled with a climatic chamber (controlled hot/cold and humidity) adapting to the specific interfaces of the DGA MI Accelerometry Laboratory. Lot n°2 includes competence transfer and Maintenance in Operational Condition (MCO) services for 4 years.

This is a defence and security contract. The contract is an ordinary contract subject to the formalised procedure with negotiation, in accordance with Articles L 2313-1 and L 2313-5, L 2324-1, 2324-3, R 2324-1, R 2324-3, R 2361-1, R 2361-8 to R 2361-12 of the Public Procurement Code.

It is specified that the deadline for the submission of tenders is 27/07/2026 15:00 (Paris time). Those listed in section 5.1.12 are in UTC format.

Candidates must specify whether they are applying individually or as part of a group. It is prohibited for candidates to submit, for the contract and for each of the lots, several offers by acting at the same time: 1. as individual candidates and as members of one or more groups; 2. as members of several groups. The composition of the groups may be modified, and it is possible to form new ones between the submission of applications and the submission of initial tenders if all the members of the new group, presented at the tender stage, have been authorised at the application stage to submit a tender or to participate in it, at least as an accepted subcontractor in the application phase. The newly formed group must comply with the requirements relating to the capacities of the candidates. Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply.

The documents contained in the application dossier requiring a signature must be signed by a person authorised to commit the company (with indication of the name, first name, position of the signatory, and with the company stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company.

The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, on pain of rejection of the operator's application. If a candidate or a group participates in all the lots, it will submit only one application dossier providing the technical elements expected for each of the lots. Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic.

In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to operators from third countries to the European Union or the European Economic Area.
