France – Feasibility study, advisory service, analysis – Accord-cadre à émission de bons de commande relatif à une mission de maîtrise d'oeuvre urbaine et sociale dite "MOUS" d'accompagnement et de relogement des occupants du site Agoralim Goussainville

The SEMMARIS is developing the AGORALIM Goussainville project, aimed at creating a new food hub in Ile-de-France, complementary to the International Market of Rungis. This will be located on approximately 44 hectares of land, situated along the RD317 and RD47A, in the commune of Goussainville. While amicable acquisition procedures have been initiated by the Établissement Public Foncier d’Ile-de-France (EPFIF), in conjunction with the SEMMARIS, a Declaration of Public Utility (D.U.P.) is necessary to control the entire site. In this context, the occupants benefit from the protection provided for in Articles L. 314-1 and following of the Urban Planning Code and the rights of priority and preference provided for in Articles L. 423-1 and L. 423-4 of the Code of expropriation for public utility purposes. This contract therefore aims to carry out urban and social project management, known as "MOUS", to support and relocate the occupants of the AGORALIM Goussainville site. It is launched in the form of a single-supplier framework agreement with the issuance of purchase orders. In accordance with Article R.2162-4 of the Public Procurement Code, the present framework agreement sets a maximum ceiling of 800 000 € H.T., representing the cumulative value of purchase orders that may be issued during the entire duration of the framework agreement, including any possible renewal.
