France – Environmental engineering consultancy services – Réalisation des études d'impact et environnementales (routes et espaces naturels sensibles) et des études stratégiques (BEGES, PCAET, PPBE)

The framework agreement will be executed by the issuance of purchase orders. Each lot will be the subject of a separate award. The services are settled by unit prices. The subject of this framework agreement is the implementation of impact and environmental studies (roads and sensitive natural areas) and strategic studies (BEGES, PCAET, PPBE) for the period 2026-2030 for the Department of Haute-Loire. It includes 2 lots. Lot 1, relating to the operational missions of the local authority, includes: - Environmental studies on all media necessary for the preparation of all administrative procedures related to all projects of the Department of Haute-Loire. - Inventory and monitoring studies conducted as part of the Espaces Naturels Sensibles (ENS) policy, as well as the updating and/or drafting of ENS site management plans. Lot 2, focused on strategic missions (studies and planning), includes: - Mandatory regulatory studies: Review of the BEGES and the associated transition plan (mitigation component of the PCAET), - The implementation of the vulnerability and resilience diagnosis of the Department's skills and heritage in the face of climate change and the construction of the community's adaptation strategy (PCAET "adaptation" component), - Environmental Noise Prevention Plan (PPBE).
