Establishment of the Dynamic Purchasing System (DBR), for the procurement of foodstuffs in 8 categories (partially) for the Markhot Ferenc Teaching Hospital and Outpatient Clinic of Heves County and the State Hospital of Parádfürdő. 1) This procedure aims to create the DBR. Given the estimated value of the procedure, the Second Part of the Public Procurement Act (Kbt.) is applied according to Sections 106-107, i.e., the rules of the public procurement procedure for the establishment (so-called first, participation phase) and implementation (so-called second, tender phase) of the dynamic purchasing system (hereinafter DBR). For inclusion in the DBR, the Inviting Entity applies the rules of the participation phase of the invitation procedure, and for procurements within the DBR, the rules of the tender phase of the invitation procedure, with deviations applicable to the DBR. [Kbt. 107. § (1)-(2) paragraphs]. We draw the attention of those applying to participate that in the current first, participation phase of the DBR, those applying to participate may not submit a tender! 2) In the current, participation phase of the DBR, the Inviting Entity defines 8 categories (part). 1. Category (part): Dry goods, preserves, soft drinks, spices 2. Category (part): Meat, bacon 3. Category (part): Poultry, fish 4. Category (part): Filling goods 5. Category (part): Bread and bakery products 6. Category (part): Milk, dairy products 7. Category (part): Mirelit 8. Category (part): Fresh vegetables, fruits, pickles, eggs The duration of the DBR: 60 months from the establishment of the DBR. Rules for participation 3) During the existence of the DBR, any economic operator (applying to participate) may request inclusion in the system at any time, provided that - they are not subject to exclusion grounds - they meet the suitability requirements and - they submit a participation application complying with the procurement documents. Inclusion in the DBR requires the submission of a participation application as defined in the procurement documents, the prior verification of compliance with the suitability requirements, and the absence of the prescribed exclusion grounds. 4) The possibility to join the DBR - by submitting a participation application complying with the procurement documents - is continuous, and in the second, tender phase, all participants included in the DBR at the time of the relevant procurement procedure may submit a tender. A) In the first, participation phase of the DBR, there is an opportunity to submit participation applications until the participation deadline. B) After the participation deadline specified in the first, participation phase of the DBR has expired, there is an opportunity to join the already established DBR (submit a participation application) at any time during its full duration. 5) Therefore, those economic operators who did not submit their participation applications for inclusion in the DBR by the participation deadline in the first, participation phase, may do so at any time during the full duration of the DBR, after the summary of the first, participation phase has been sent. In the case of a participation application submitted after the summary of the first, participation phase, all documents required by the invitation to participate and the participation documentation must still be submitted in the participation application. Those applying later will be included in the DBR following a valid participation application and will only be entitled to participate in the second, tender phase after inclusion. 6) We draw the attention of applicants that if they submit their participation application after the participation deadline for the establishment of the DBR but before the summary is sent, their participation application will be considered late in this evaluation phase. In this case, the provisions of point 5) above apply. 7) In the participation application submitted in the first, participation phase of the DBR for its establishment, applicants must pre-declare compliance with the minimum suitability requirement(s) by completing the "alfa" point of Chapter IV of the EEKD. The verifications prescribed within the minimum suitability requirement(s) do not need to be enclosed with the participation application; these must be submitted as required in the second, tender phase, based on the Inviting Entity's call in Kbt. 69. § (4) paragraph. 8) We draw the attention of applicants that in the current first, participation phase of the DBR, those applying to participate may not submit a tender! 9) In the second, tender phase of the DBR, the Inviting Entity evaluates the tenders based on the lowest price selection criterion according to Kbt. 76. § (2) paragraph a), taking into account that the expected quality and technical requirements are specifically defined in the procurement documents and technical descriptions of the second, tender phase, as well as in the contract drafts sent simultaneously with the tender invitation, and that if the conditions defined in the contract draft are met, the goods meet the requirements of the Inviting Entity, and further quality and technical characteristics do not influence the selection of the economically most advantageous tender. The Inviting Entity defines other requirements related to the tender price in the tender phase. 10) The Inviting Entity does not define a framework amount in this procedure. 11) In the second, tender phase of the procedure, the Inviting Entity wishes to define the tender deadline for the individual tender invitations at least 5 working days. Applicants must declare in their participation application that they accept the at least 5 working day tender deadline. 12) The Inviting Entity may divide the tender phases conducted in the individual categories into parts.
