Description

This consultation follows a previous procedure n° 168468-2026 published on 11/03/2026 and declared without follow-up. In order to carry out its missions, the centre of DGA Techniques Aérospatiales (TA) must conduct mechanical, ageing and physico-chemical tests on metallic, plastic, composite and hybrid test specimens.---- This framework agreement must ensure the provision of: ----Sampling, machining of metallic test specimens ----Sampling, machining of plastic, composite and hybrid test specimens ----Manufacture of assembly elements for the test specimens. ----It is specified that the deadline for the submission of tenders is 20/07/2026 at 12:00 (Paris time). ----This is a Defence or Security Contract. ----The estimated amount entered in sections 2.1.3 and 5.1.5 corresponds to an overall estimate for the framework agreement project, without any commitment on the part of the State. ----This is a single-award framework agreement with order forms and subsequent contracts. ----The contract has a duration of 7 years. ----Candidates must specify whether they are applying individually or as a group. It is forbidden for candidates to submit several offers for the framework agreement by acting at the same time: 1) as individual candidates and as members of one or more groups; 2) as members of several groups. The composition of the groups cannot be changed between the application and the submission of the offer. Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. ----Signature of documents: The documents contained in the application file requiring a signature must be signed by a person authorised to commit the company (with indication of the name, first name, position of the signatory, and with the company's stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company must be provided. As regards electronic files, a signed zip file does not constitute a signature of the documents it contains. Each document for which a signature is required must be electronically and separately signed by a person authorised to commit the company (cf. 'Modalities of transmission of tenders mentioned in section 2.1.4). A scanned handwritten signature cannot replace the electronic signature. All members of the group must choose the same signature format (handwritten or electronic) without the possibility of mixing the two types of signatures. The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, failing which the economic operator's application will be rejected. ----Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic.
