With this selection guide, you are invited to submit a Registration for the Work and Development House of the municipality of Zutphen via a competitive dialogue. The broad objective of the W&O house and the innovative character of what we envisage for the implementation of the W&O house make the tendering a complex process. The starting note “Het Zutphens Ontwikkelnetwerk” and the business case “Work and Development House” provide the framework within which the W&O house must be shaped. But the thought process about the concrete implementation of the W&O house is still very much in development and is even part of the contract to be awarded. There are special circumstances in this contract relating to the nature, complexity, technical specifications and risks of the contract. The competitive dialogue gives the municipality of Zutphen the opportunity to first enter into dialogue with Candidates, to establish a programme of requirements with input from these parties and to determine the award criteria. It also gives parties the opportunity to propose various solutions, after which the best solution can be reached through dialogue.
