France – Engineering design services – Le présent marché a pour objet la conception et la fourniture d'équipements de sécurité (EQS) pour véhicules de maintenance de l'infrastructure (VMI) RBT et BML du réseau métro RATP.

This contract concerns the design and supply of safety equipment (EQS) for infrastructure maintenance vehicles (VMI) RBT and BML of the RATP metro network. More specifically, it involves the supply of an integrated EQS solution in a single "cabinet" comprising the following three safety functions: - The VACMA (Automatic Monitoring by Control of Support Maintenance) system ensuring the driver's vigilance; - The RPS (Punctual Signal Repetition) system ensuring compliance with signalling; - The EPE (Exploitation Parameter Recorder) system ensuring the traceability of events. The contract includes design, implementation, integration studies, validation assistance, documentation, and safety certifications (ISA). The total number of EQS to be supplied in series remains to be defined following the study to be carried out by the contractor of this contract, to which are added the spare parts defined by the integrated logistics support analysis. The equipment will be intended for the following vehicles: - One (1) Ballast and Sleeper Renewal Train (RBT), manufacturer Scheuchzer - Two (2) Heavy Mechanical Tamping Machines (BML), manufacturer Framafer/Plasser & Theurer. The VMI come from different manufacturers, the Contractor will have to organise and manage the interfaces, with each rolling stock integrator in order to be able to propose architectures for the 2 trains and similar maintenance diagrams. This contract is a framework agreement with order forms with a minimum and a maximum amount. The services to be carried out within the framework of this contract include: • Interface studies with the 2 VMI manufacturers • Detailed specifications of the EQS (RPS, VACMA, EPE) • Design and development • Bench tests • Elements necessary for the safety file and ISA procedures • SIL2 certification for the 2 EQS (RPS, VACMA,) • Obtaining approvals (RPS, VACMA, EPE) • Complete technical documentation • Integrated Logistics Support File (SLI/LAI/LARC) • Obsolescence management plan • User personnel training • Series equipment for one (1) RBT train (Scheuchzer/TSO) • Series equipment for two (2) BML trains (Plasser & Theurer/TSO) • Technical assistance with installation and commissioning on the 3 VMI • Assistance with validation and acceptance • Documentation The services included in the Minimum Amount are: • Phase No. 1, corresponding to the scope of the Heavy Mechanical Tamping Machine for the first machine (BML1) only: ○ The studies and the design including in particular: § The project management plan § Detailed design EQS RPS § Detailed design EQS VACMA § Detailed design EQS EPE § Integration studies and manufacturer interface file § Embedded software development ○ The manufacture, supply and bench tests including in particular: § Manufacture EQS RPS § Manufacture EQS VACMA § Manufacture EQS EPE § Bench tests § Supply of sensors ○ The assistance with integration and validation including in particular: § Assistance with integration on train § Assistance during train tests § Assistance with the constitution of the safety file ○ The documentation and the training of the user personnel including in particular: § Complete definition file § Maintenance documentation § SLI file (LAI/LARC) § Training § Obsolescence management plan The services included in the Maximum Amount are in particular: • The services included in the Minimum Amount; • Phase No. 2, corresponding to the scope of the Heavy Mechanical Tamping Machine for the second machine (BML2) only: ○ The manufacture, supply and bench tests including in particular: § Manufacture EQS RPS § Manufacture EQS VACMA § Manufacture EQS EPE § Bench tests § Supply of sensors ○ The assistance with integration and validation including in particular: § Assistance with integration on train § Assistance during train tests • Phase No. 3, corresponding to the scope of the Ballast and Sleeper Renewal (RBT): ○ The studies and the design including in particular: § The update of the project management plan § Additional detailed design EQS RPS § Additional detailed design EQS VACMA § Additional detailed design EQS EPE § Additional integration studies and manufacturer interface file § Embedded software development ○ The manufacture, supply and bench tests including in particular: § Manufacture EQS RPS § Manufacture EQS VACMA § Manufacture EQS EPE § Bench tests § Supply of sensors ○ The assistance with integration and validation including in particular: § Assistance with integration on train § Assistance during train tests § Assistance with the constitution of the safety file ○ The documentation and the training of the user personnel including in particular: § Update of the complete definition file § Update of the maintenance documentation § Update of the SLI file (LAI/LARC) § Update training § Update of the obsolescence management plan • The spare parts (PR) on the BML scope. • The spare parts (PR) on the RBT scope. Additional services on similar quotes to the object of the contract which are exercised within the limit of a 10% variation of the minimum amount of the contract (based on the TJM tab) carried out at the request of the RATP and according to the procedures of Article 11.9 of this contract.
