Romania – Technical analysis or consultancy services – Servicii de consultanță în management pentru proiectul “Consolidare și reabilitare Palat Administrativ – Corp A”

Through the procurement of specialized consulting services for project management, the necessary framework for the efficient implementation of the "Consolidation and Rehabilitation of the Administrative Palace – Building A" project will be ensured, in compliance with the obligations assumed under the financing contract, the requirements of the funder and the applicable legislation. The consulting services will aim to support the beneficiary in the overall coordination of the project, monitoring physical and financial progress, tracking compliance with assumed terms, managing related implementation documents, supporting the procurement process, monitoring contracts, verifying that expenditures are within the approved budget, and preparing the documentation and reports requested by the funder. The appropriate implementation of the project requires continuous monitoring of the degree of completion of activities, the assumed indicators, and the proposed results, as well as the identification and management of any risks that may arise during the project's duration. In this context, the experience and competencies of an economic operator specialized in managing projects with non-repayable financing represent an important element for ensuring efficient and compliant implementation. Therefore, to achieve this objective, the successful tenderer will provide at least the following categories of services: - Assistance and support for monitoring the financing contract and its annexes, for compliance with the assumed terms and conditions; - Assistance in monitoring public procurement contracts concluded within the project; - Management of the MySMIS2021 platform dedicated to project implementation; - Assistance in preparing and monitoring the cash flow for the entire project implementation period; - Preparation and documentation of pre-financing/payment/reimbursement requests; - Assistance in the relationship between the contracting authority and AGENȚIA PENTRU DEZVOLTARE REGIONALĂ A REGIUNII DE DEZVOLTARE SUD – EST (ADR SE), as the Managing Authority for the South-East Regional Programme 2021-2027, throughout the project implementation; - Assistance in monitoring compliance with the rules on the visibility of the European Union, in accordance with the visual identity manual applicable to the South-East Regional Programme 2021-2027; - Preparation of activity reports, as well as those established by the request and financing contract. Further details can be found in the Terms of Reference. The number of days within which clarifications can be requested before the deadline for submission of tenders is 20 days. The Contracting Authority will respond only once to clarification requests on the 11th day before the deadline for submission of tenders.
