A two-storey extension of a canteen with childcare rooms is to be constructed at the location Schwarzwaldstr. 4 of the Nikolaus-Kopernikus Primary and Secondary School Hügelsheim. The canteen and lunch service operation is planned for the ground floor. The upper floor will house facilities for the care of schoolchildren. The existing school building was constructed in 1989/1990. Currently, the facilities at Schwarzwaldstr. 4 are insufficient to accommodate all primary school classes 1 to 4. Therefore, classes 3 and 4 are housed at the secondary school location at Ontario Str. 16 due to capacity constraints. In the existing school building at Schwarzwaldstr. 4, classrooms have been converted into care rooms and a canteen. With the planned extension, all primary school classes are to be cared for and taught at one location again. After completion of the extension, the renovation of the existing building with an update of the fire protection measures is required, so that in the future all classes can be taught and cared for in the facilities at Schwarzwaldstr. 4. Additionally, as part of the extension, the construction of a trench drainage system is planned, which is intended to prevent flooding of the basement. HOAI - for the extension measures with performance phases 3-8. With partial services of performance phase 2 amounting to 1.25% - for the renovation work in the existing building with performance phases 1-8. The services will be awarded in stages. In stage 1, initially the performance phases 3 to 4 with partial services of performance phase 2 amounting to 1.25% or 1-4 will be awarded, and in stage 2 the performance phases 5-8. There is no legal entitlement to the overall award. The planning services for the technical equipment for plant groups 4+5 for the renovation are part of the tendered scope of services. However, the award is subject to the proviso that, after completion of the extension, no procurement, grant or budgetary reasons will prevent the continuation of the existing contractual relationship. If, in particular, due to grant regulations, it becomes necessary to award the planning services for the technical equipment for plant groups 4+5 for the renovation in a separate tendering procedure, the contracting authority is entitled to refrain from awarding the renovation or to terminate the contract in this respect. No claims, in particular for award or damages, can be derived from this by the contractor.
