The DSI of GRDF designs, operates and transforms the information system to serve the gas distribution business. It ensures operational performance, cybersecurity, digital innovation and supports the energy transition through industrial technologies, data, cloud and AI. The SIRED (Supplier Relations and Dynamic Network Operation Information System) domain ensures the management and operational maintenance of strategic applications related to supplier relations and network operation. It also drives major transformations of GRDF's industrial IS, particularly around SAXO, gas facilities and especially biomethane. The Industrial Systems Division (PSI) manages all tools and activities related to industrial computing, particularly for monitoring, adjusting and intervening remotely if necessary on the facilities found there. These activities mainly cover: - The maintenance and implementation of the evolving versions of SAXO, the national supervision and remote control (SCADA) application based on the AVEVA System Platform software - The maintenance of embedded software in communicating equipment for remotely monitoring network pressure-reducing stations - The design of communicating equipment present in biomethane injection stations, including embedded software - The design and maintenance of local supervision software present in biomethane injection stations - The project-based design of automation codes that control the injection process in biomethane injection stations - The design of communicating equipment present in Transport/Distribution backflow stations, including embedded software The PSI is renewing its industrial IS referencing. This contract will cover two distinct scopes, divided into lots of services: Lot 1 - Intellectual services related to Industrial Computing - Consulting, expertise, assistance or project management services - Software design, development and configuration: automation, local supervision, communicating equipment - Project planning and follow-up with associated documentation management - Technical implementation and factory or on-site testing - Operational support on production facilities Examples of services (non-exhaustive list): • Automation service for updating a code with associated documentation • Development of an evolution on local supervision • Complete development of an RTU, PLC or supervision on a project • Project management • MOA in industrial computing The intellectual services making up the first lot will take place in the premises of GRDF, at the following address: 17 rue des Bretons, 93210 Saint-Denis. Lot 2 - Material services and associated services related to Industrial Computing - Supply, configuration, maintenance and logistics follow-up of specific materials for industrial computing deployed on the facilities under the responsibility of GRDF - Construction of materials with a design validated by GRDF for integration and on-site installation - Proposal of credible and maintainable existing or innovative technical solutions - Implementations - On-site interventions Examples of services (non-exhaustive list): • Assembly of remote control cabinets • Commissioning of equipment • Turnkey project from design to commissioning • Supply of parts The material services making up the second lot will take place in the premises of the service provider(s) and may be subject to factory acceptance for GRDF validation before deployment or on-site integration. The consultation will result in the conclusion of a framework agreement with subsequent contracts. The selection criteria and their corresponding weighting are detailed below. Criterion 1 - Technical Capacity: 80% Sub-criterion 1.1 - Quality of the pool of skills, human resources and certifications related to the subject of the contract: 30% Sub-criterion 1.2 - Mastery of use cases (know-how), methodology and tools likely to be implemented as part of the contract: 30% Sub-criterion 1.3 - Quality and relevance of at least three references related to the subject of the contract carried out over the last three years: 30% Sub-criterion 1.4 - Quality and relevance of references in the gas, energy sector or in comparable industrial environments: 10% Criterion 2 - Financial Capacity: 20% Sub-criterion 2.1 - Ellisphere rating or equivalent: 100% Documents to be necessarily attached to the application by the applicant and by each member of the group in case of a group application: - DC1 form - DC2 form - Powers authorising the signatory to commit the individual applicant or each member of the group - Proof of registration (KBIS, or equivalent) - Certificate of tax regularity for the current year - Certificate of social regularity - Certificate of civil liability insurance - Declaration of non-conviction of the representative - Copy of the judgment opening the judicial rehabilitation and the business continuity plan (if applicable) - Ellispro certificate or equivalent for the last published financial year - Balance sheets or balance sheet extracts for the last 3 years - Application File, file including all the information required and deemed necessary, the choice of format being left to the Applicant - Any other additional document deemed necessary for a good understanding of the application The documents must be written in French or be accompanied by a translation into French.
