The contractor (AN) commits to providing the managed operation of the casino in Höxter (Hammerstein-Equord-Barracks), as detailed in the performance description in Annex 1 to the service contract, and to ensure this through independent business planning, including the independent use of goods and personnel. For the provision of the required service, the AN receives a monthly remuneration, the amount and calculation of which must be specified by the AN in its offer. The subject of the performance is the provision of an attractive gastronomic offer by the AN, which, in addition to customer-oriented meals, creates an atmosphere that invites guests to linger and promotes sociability. In addition, the AN provides catering services for conferences on the premises and, upon request, for other official and private events. Furthermore, the AN operates a canteen truck to supply the troops with food and beverages on the premises and on the training area. The AN must offer certain dishes and beverages at contractually agreed prices (see Annex 9 to the service contract, basic range). The prices are adjusted annually in February to reflect price developments. The availability of the basic range must be ensured. For all dishes beyond the basic range, the AN is free to set the prices. For the operation of the casino, the contracting authority (AG) provides the AN with premises (including outdoor facilities) and property materials located therein. The transfer is free of charge, i.e. no rent is charged. The AG also bears the costs for the property operating services provided by the AG (facility management such as media supply (water, electricity, heat), wastewater disposal and waste disposal). Details are regulated in the regulations for the transfer of Bundeswehr properties to third parties as contractors [RÜL] (Annex 3 to the service contract). The equipment of the dining rooms of the casino is carried out by the AN at its own expense. The AN is also responsible for the procurement of glasses, crockery and cutlery, the cash register system and the canteen truck. Details can be found in the contract documents, in particular the service contract and the performance description in Annex 1 to the service contract. In the relevant tendering procedure BV1 26 MoKa RKS/002, the documents "Performance Description", "Service Contract" and "Basic Range" contain classified components and are therefore not published in the selection competition. These documents will only be published or made known in the tendering phase. Application for participation: A non-formal application for participation in German on company letterhead must be submitted via the Evergabe platform, which must be scanned with an advanced signature, qualified signature or company stamp/signature. The application for participation must contain a self-presentation of the company, which should be approximately half to one page long. In the self-presentation, the fulfilment of the suitability criteria must be demonstrated; the awarding authority reserves the right to request evidence (analogous to § 22 para. 2 VSVgV). The following three forms must be completed and attached to the application for participation: (1) Form BAAINBW B-V31 Confidential Matters; (2) Form B-V034 Grounds for Exclusion; (3) Form Declaration RUS. The forms must be scanned with an advanced signature, qualified signature or company stamp/signature. If there is a bidder consortium, the form B-V047 Bidder Consortium must also be attached. After the completion of the selection competition, the admitted companies receive an invitation to tender. The offer to be submitted thereafter must be binding. The contracting authority reserves the right to award the contract to the first offers as well as to conduct negotiations.
