Netherlands – Airport lighting – Vliegveldverlichtingsproducten

Description

The contract concerns the supply of airfield lighting products for the stock of the Ministry of Defence. The Dutch government real estate agency (RVB) procures airfield runway renovations for defence. RVB normally procures this runway renovation per airfield. This involves a works contract, in which the airfield lighting is included. For the need for spare parts for airfield lighting, RVB normally purchases 10% extra airfield lighting for Defence. This is taken into stock by the Service Estate Defence (SVD), the Defence's own estate maintenance service, which can thus carry out replacement and maintenance of airfield lighting. Due to a policy change at Defence as a result of geopolitical tensions, Defence wishes to build up a stock of airfield lighting in order to be able to maintain and replace the lighting on airfields for 90 days. This exceeds the 10% of airfield lighting per runway renovation that RVB normally procures for Defence. There are no existing agreements for this additional need at RVB or Defence. This procurement is to conclude agreement(s). The need of Defence for a stock of airfield lighting has a strong connection with the airfield lighting that is already installed on the Defence airfields in the Netherlands. After all, if airfield lighting needs to be replaced, it must often be exactly the same product. This is, among other things, due to compatibility and correct functioning of the airfield lighting and this ensures that safe take-offs and landings of the pilots on the Defence airfields can be guaranteed. In most cases, it applies: if not exactly the same product is installed, this is a risk for safe take-offs and landings. Defence has therefore, for safety reasons, partially technically specified its need in this procurement. Where possible, Defence has functionally specified. Defence has divided its need into 3 lots (see paragraph 1.2), so that in a relevant lot both manufacturer(s) and wholesaler(s)/distributor(s) of airfield lighting can register. Per Lot, the contract concerns: - Delivery of the airfield lighting products in scope of the relevant lot by Contractor to Client at Client's location(s) in the Netherlands; - Where necessary, advising the Client by the Contractor on the correct delivery of airfield lighting products in scope of the relevant lot. This requires, among other things, from the Contractor: o Knowing and mastering the product structure and article codes; o Being able to identify the correct components based on part number or configuration; o Recognising changes, subsequent types and replacement parts; o Knowing which parts are and are not interchangeable; o Having access to the correct supply chain. Out of scope: - Delivery of signs for airfields; - Installation and electrical work on airfield lighting products.
