Poland – Architectural, construction, engineering and inspection services – (25) Pełnienie funkcji Inżyniera Projektu w zadaniu: „Budowa instalacji do fermentacji metanowej odpadów oraz budowa kompostowni w części przeznaczonej do stabilizacji frakcji podsitowej (0-80 mm) wraz z niezbędną infrastrukturą towarzyszącą na terenie zakładu „EKO DOLINA” Sp. z o.o. w Łężycach”

Fulfilling the role of the Project Engineer (hereinafter: PE) in the task entitled: „Construction of a methane fermentation plant for waste and the construction of a composting plant in the part designated for the stabilisation of the undersized fraction (0-80 mm) along with the necessary accompanying infrastructure on the premises of „EKO DOLINA” Sp. z o.o. in Łężycach” (hereinafter also referred to as the Undertaking). 1. The service includes, in particular, the following scope: 1) Verification and review of the project documentation prepared by the contractor in terms of its completeness, correctness and compliance with the documentation of the contract for the selection of the contractor and the applicable regulations; 2) Performing the duties of the investor's supervision in accordance with the Building Law, as well as other control activities entrusted by the Contracting Authority; 3) Monitoring the progress of the contractor's work, ensuring their compliance with the contract concluded in the „design and build” procedure and the schedule, as well as supervision over the quality and safety of the work carried out by the contractor; 4) Identifying and solving potential technical and operational problems, as well as implementing corrections; 5) Ensuring constant communication and appropriate flow of information between all participants in the investment process; 6) Preparing reports on the progress of the works, current problems and final results; 7) Risk management: Analysis of potential risks and development of strategies for their minimisation. 2. The detailed description of the PE service is Annex No. 4 to the SWZ - draft provisions of the contract, together with the annexes thereto, constituting the description of the subject of the contract. 3. The scope of the Undertaking covered by the PE service includes the design, construction, commissioning and initial operation of the Waste Methane Fermentation Plant and the construction of a composting plant in the part designated for the stabilisation of the undersized fraction (0-80 mm) and the supply of mobile equipment and the implementation of the necessary accompanying infrastructure on the premises of „EKO DOLINA” Sp. z o.o. in Łężycach. The Undertaking will be implemented on land plots with the cadastral numbers 7/60; 7/95; 177/2; 7/61; 7/62; 7/63; 7/44, Łężyce district, on the existing Plant site at al. Parku Krajobrazowego 99 in Łężycach, 84-207 Koleczkowo, according to the formula ‘design and build’. The contractor will implement the Undertaking in Stages: STAGE I – preparation of project documentation consisting of a technological project, a building project in the scope of land development project and an architectural-construction project along with obtaining the final building permit decision. The project documentation must meet all the requirements specified by all the decisions, opinions, agreements and permits issued and obtained within the framework of the subject Undertaking; The Parties agree that the PFU contains a description of guidelines and assumed functionalities, supplies, necessary to implement the Installation as a single undertaking, covering the scope: a) design of the bio-waste composting plant along with the necessary infrastructure elements, b) design of the dry fermentation plant and the related technological installations associated with the preparation of the feedstock for the process, post-fermentation dewatering, storage of the biogas and liquid fertiliser produced in the process, installation for the energetic utilisation of biogas and the necessary infrastructure elements. STAGE II – covers the scope: A) preparation of project documentation for the technical project containing the designed technology and the executive documentation, STWiORB and cost estimates - in the scope specified in the PFU, B) execution of construction works, including demolition works, in the scope resulting from the documentation prepared within Stage I and II, along with all other accompanying works and supervision of the author's supervision on the construction site during the execution of these construction works, C) modernisation of the existing biogas plant's installations and equipment, D) supply of machinery and equipment necessary for the proper operation of the bio-waste processing part, E) supply of equipment and mobile equipment F) training of the Contracting Authority's personnel in the scope of operation of the facilities, equipment and installations, as well as the operation of the Mobile Equipment, G) carrying out the Commissioning: mechanical (“dry”) and technological (“on waste”) of the Installation, confirmation of the full operational capability of all elements of the Installation and its readiness for normal operation as well as confirmation of the achievement of the required technical and technological parameters, H) obtaining or changing all the necessary permits, decisions and other documents resulting from the applicable legal regulations governing the operation of the aforementioned Installation within the Plant (with the exception of obtaining the Integrated Permit, for which the Contractor will prepare the appropriate application); I) conducting tests of the solid and liquid post-fermentate, as future products, obtaining a decision on the assignment of a veterinary number and preparation of a complete application for a decision on the permit to place the products on the market, as actions enabling the Contracting Authority to place the manufactured products on the market, STAGE III - Initial Operation with the participation of the Contractor, under normal operation conditions of the Installation. STAGE IV – Service and maintenance of the elements of the Contract Subject in accordance with the requirements specified in the PFU during the warranty period, i.e. in the period: a) 36 months from the date of the final acceptance of Stage II for buildings, structures, networks and installations, b) 24 months from the date of the final acceptance of Stage II for the supplied Mobile Equipment, machinery and equipment in accordance with the DTR of the equipment subject to service. 4. The contractor, at its own expense, during the period of implementation of the contract, will insure and ensure the continuity of insurance (or cause such a state) in accordance with the terms, conditions and amounts specified in Annex No. 3 to the contract. 5. Pursuant to Article 16b(2) of the PzP, the Contracting Authority informs that it does not allow the submission of offers involving services originating from third countries that are not parties to international agreements.
