Romania – Cleaning compounds – Achiziția în sistem centralizat de produse de curățenie - soluții de curățenie

The subject of the present centralised procurement is the acquisition of cleaning products – cleaning solutions by the NATIONAL OFFICE FOR CENTRALISED PROCUREMENT (ONAC), on behalf of and for Contracting Authorities (Main and Secondary Users). According to art. 2 of OUG no. 46/2018: "g) main user - the contracting authority which is a central institution, a public law body which operates under the subordination, coordination or authority of the central institution or in association of institutions which includes at least one central institution or a public law body which operates under the subordination, coordination or authority of the central institutions; h) secondary user - any contracting authority which is not a main user, including entities which have the status of contracting authorities according to the legislation of another Member State of the European Union." In the Annex to the terms of reference - Annex no. 2 – User Identification Data, the Users registered in the Users Register and who will enter into supply, according to the quantities in Annex no. 1 – Product Quantity List, are mentioned. Depending on the degree of execution of the Centralised Framework Agreement and the situations that may arise at any given time, Users who are not mentioned in the Annex to the terms of reference, may request entry into the Centralised Framework Agreement at any time during its validity, but only with the consent of ONAC. Additional information/Deadlines for submission/response to clarification requests: In accordance with the provisions of art. 160 para. (1) of Law no. 98/2016 with subsequent amendments and additions, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is 21 days before the deadline for submission of tenders. In accordance with the provisions of art. 160 para. (2) of Law no. 98/2016, with subsequent amendments and additions, ONAC will transmit the consolidated response formulated to the requests for clarifications/additional information on the 11th day before the deadline set for the submission of tenders.
