The objective of the procedure is to create a dynamic purchasing system (DBR) for the procurement of network maintenance materials for ALFÖLDVÍZ Regionális Víziközmű-szolgáltató Zártkörűen Működő Részvénytársaság (ALFÖLDVÍZ Zrt.), a company owned by Nemzeti Vízművek Zrt., in Section 13 (category). The abbreviation EKR: DBR Network maintenance materials for ALFÖLDVÍZ. The Invitation to Tender draws the attention of the Honourable Economic Operators to the fact that, due to the work process, the variety of tasks, the different professional approaches, and the unforeseeable tasks at the water supply company owned by Nemzeti Vízművek Zrt., the procurement needs cannot be planned in advance and cannot be fully measured, since their subject and quantity are shaped and become known with the emergence of the actual needs. With regard to these factors, the Invitation to Tender informs the Honourable Economic Operators that the subject of the procedure, typically but not exclusively, are the groups of network maintenance materials and network maintenance materials listed in this invitation and the general technical description, and that it intends to determine the quantitative determination of the various parts/categories by reference to their framework amount. The Invitation to Tender records that the estimated quantitative value of the network maintenance materials to be procured, in total in all parts, is: net 2 530 000 000,- HUF (framework amount), which framework amount is equal to the maximum total value of the contracts to be created as a result of the procurement procedures to be carried out in the second phase. The Invitation to Tender wishes to procure the network maintenance materials for investment, reconstruction and planned maintenance tasks, as well as for the elimination of breakdowns. The Invitation to Tender may conclude a purchase contract, framework agreement, or framework arrangement as a result of the tendering phases, with the establishment of a consignment warehouse and/or a simple warehouse. In addition to the above, AK informs the applicants that, in the given AT phases, the source of the cover in the given, specific tendering phase may be state resources, own resources, and credit. With regard to the above, AK is entitled to carry out conditional procurement procedures within the framework of the individual procurement procedures announced in the tendering phase during the term of the dynamic purchasing system (DBR). A procurement is considered conditional if its implementation or parts of it depend on the occurrence of a certain future condition (e.g. conclusion of a support contract, securing of budgetary resources, success of the licensing procedure, etc.). The detailed conditions for conditional procurement, the start date of the performance deadline and the method of proving the occurrence of the condition will be contained in the individual invitation to tender. Economic operators applying for participation in the DBR acknowledge that, in the course of the conditional procurement procedures, the Invitation to Tender may apply the provisions of Section 135 (12) of the Kbt. regarding the entry into force of the contract. As a result of this participation phase, the Invitation to Tender wishes to establish the DBR for 48 months per category (per part). Applicants may submit an application for participation for all parts. The Invitation to Tender does not limit the number of applications for participation that may be submitted. AK acts in accordance with the provisions of Section 106 (1) of the Kbt., the specific public procurement rules for the public procurement of public service providers, Government Decree 307/2015. (X. 27.) and Government Decree 424/2017. (XII. 19.) on the detailed rules of electronic procurement (hereinafter: EKR), using the Electronic Public Procurement System (hereinafter: EKR). In all categories, in the second, tendering phase of the procedure, the Invitation to Tender will determine the delivery deadline in the individual invitations to tender.
