France – Special trade construction works other than roof works – Travaux Tous Corps d'Etat pour l’ensemble des Bâtiments Industriels et Techniques, des Ateliers, des réseaux Métro, RER et de surface de la RATP

The present consultation concerns the execution of All Trades (TCE) works in Industrial and Technical Buildings, Workshops, and on the Metro, RER and Surface Networks of the RATP. The majority of the works planned within the framework of this multi-attribute framework agreement will be carried out at night (approximately 80%), with the remainder carried out during the day (approximately 20%), and concern the following technical areas: - Studies, Site Installations, Demolition, Removal and provisional placement; - Carpentry (wood, PVC) – supply and installation of furniture (wardrobe, cabinet, removal and supply of kitchenette, etc.); - False ceilings, false floors and mobile partitions (including removal of damaged panels to landfill); - Masonry; - Plumbing (including supply and installation of shower trays); - Rendering and painting; - Metalwork and locksmithing; - Simple electricity: Low Voltage (simple cabinets, sources, cable pulls but also installation of hand dryers, convectors, etc.) - Lighting (supply and installation of various models of luminaires including LED pavers); - Simple HVAC: ventilation, air conditioning, installation of flap at the right of the grille, etc. The present contract, with a duration of 48 months firm + 12 months optional, is composed of 2 lots: Lot 1: Framework agreement with purchase orders, including a minimum amount and a maximum amount, and executed by the issuance of Delivery or Service Orders (OLS), applicable to sites with an estimate of less than 20,000€ excl. VAT. It will be awarded to two contractors, with a distribution of services set at 60% for the lowest bidder and 40% for the second, calculated on the basis of the maximum amount estimated by the RATP. Lot 2: Multi-attribute framework agreement with subsequent contracts (4 contractors according to the rules defined in the tender regulations), with no minimum amount and a maximum amount, applicable to sites with an estimate of more than 20,000€ excl. VAT. In accordance with Article R.2162-7 of the Public Procurement Code, the award of subsequent contracts will not be subject to any fixed periodicity or any rule of distribution between the contractors of the framework agreement. These framework agreements are based on an estimated breakdown set at a ceiling price. The maximum amount of the framework agreement consisting of the 2 lots is set at 24.5 M€ excl. VAT, of which 3 M€ maximum for Lot 1 and 21.5 M€ maximum for Lot 2.
