In the context of the organisation of the 2030 Winter Olympic and Paralympic Games, Solideo Alpes 2030 is responsible for delivering the Olympic facilities necessary for the competitions. In this capacity, it ensures, as the contracting authority, the implementation of the Grande Plagne valley lift, pursuant to a contract transferring the contracting authority concluded with the municipalities of Aime-la-Plagne and La Plagne Tarentaise. The present consultation is conducted within the framework of a purchasing group constituted between Solideo Alpes 2030, coordinator of the group, and the State, represented by the DREAL Auvergne-Rhône-Alpes. Solideo Alpes 2030 ensures the conduct of the award procedure and the management of the operation, while the DREAL Auvergne-Rhône-Alpes ensures the follow-up of the execution of the market component falling within its contracting authority, corresponding to the new interchange with the RN90. The operation aims to create a new valley link to durably improve access to the La Plagne resort, to promote modal shift towards collective transport and to meet the mobility requirements related to the 2030 Winter Olympic and Paralympic Games. It includes, in particular, the design and implementation of the cable transport system, the stations, the park-and-ride facility, the associated developments and the new interchange with the RN90. Given the technical complexity of the project, the multiplicity of interfaces and the particularly strong time constraints, the procedure chosen is that of competitive dialogue (L.2124-4 of the Public Procurement Code and R.2161-24 to R.2161-31 of the Public Procurement Code) in order to build, with the candidates admitted to the dialogue, the most relevant technical solution in view of the functional, technical, environmental and economic objectives of the operation. The contract takes the form of a global design-build contract. It includes a firm section, covering the design and implementation services of the work in accordance with the programme, as well as an optional section relating to the transition of the transport system to its final capacity of 2,600 persons per hour and per direction. The contract also includes two possible additional services (PSE) with mandatory response: PSE No. 1: increase the capacity of the park-and-ride facility from 800 to 1,000 spaces; PSE No. 2: integration of a small freight functionality. The target cost of the operation is set at 94 million euros excluding tax (January 2025 value) and the estimated duration of the contract is 47 months from its notification. All the works must be accepted by no later than 30 September 2029, in order to allow for the preliminary tests and the commissioning of the infrastructure before the 2030 Winter Olympic and Paralympic Games. Place of execution: Aime-la-Plagne (73210), La Plagne Tarentaise (73210) and Marseille (13000). The various works are planned in Aime-la-Plagne and La Plagne Tarentaise. However, certain meetings, in particular during the design phase, may be held in Marseille, headquarters of Solideo Alpes 2030.
