This consultation is launched for the award of a performance-based contract, as per Article L.2171-3 of the Public Procurement Code, relating to the design, implementation, and maintenance of a photovoltaic canopy on the parking lot of the Domaine des Lacs in Thaon-les-Vosges, and according to the negotiated procedure, which is subject to the provisions of Articles L2124-3 and R2124-3 of the Public Procurement Code. In accordance with Article R2142-17 of the Public Procurement Code, the number of candidates admitted to submit a tender is 3. The contract includes all the services defined below, divided into three phases: 1) Study Phase: ▪ Service No. 1: APS+ development, ▪ Service No. 2: APD Studies, Project Studies, ▪ Service No. 3: Building permit dossier / Prior declaration, ▪ Service No. 4: Project Studies, ▪ Service No. 5: Administrative management - Assistance with connection request and/or integration of the photovoltaic plant into a collective self-consumption loop. 2) Construction Phase: ▪ Service No. 6: Execution Studies, ▪ Service No. 7: Construction works, ▪ Service No. 8: Site organisation, ▪ Service No. 9: Internal work control, Control by inspection office and obtaining consuel, ▪ Service No. 10: Internal control of monthly statements/Progress reports of the works, ▪ Service No. 11: Commissioning assistance, ▪ Service No. 12: Delivery of the DOE. 3) Maintenance Phase: ▪ Service No. 13: Operation of photovoltaic plants: o Technical management, supervision, operation, o Performance monitoring and verification. ▪ Service No. 14: Preventive Maintenance, ▪ Service No. 15: Corrective Maintenance.
