Hungary – Building demolition and wrecking work and earthmoving work – Veszélyes épületek bontása -DBR

This invitation is exclusively for the establishment of a Dynamic Purchasing System (DBR) and the registration of the parties involved. The Hungarian State, through the Hungarian National Asset Management Plc., manages the demolition work of accident-prone or life-threatening residential buildings and related structures throughout the entire territory of Hungary. The task of "carrying out demolition work" includes the disposal of waste related to demolition work. For registration in the dynamic procurement system, the inviting party applies the rules of the invitation phase of the restricted procedure, and for the implementation of the procurement in the dynamic procurement system, the rules of the tendering phase of the restricted procedure. The inviting party, based on Kbt. 107. § (2), provides the participants of the DBR with a detailed technical description and contractual terms for the specific procurements to be implemented in the system, simultaneously with the dispatch of the invitation to tender. The tendering process can be summarised as follows: In the second, tendering phase of the procedure, i.e. after the establishment of the DBR, the contracting authority invites every GSZ registered in the system to submit a tender for the implementation of each procurement, with the proviso that only those who have been deemed suitable by the contracting authority and invited to tender may submit a tender in the respective category. The winner of the given procurement is the AT that submits the most favourable tender based on the evaluation criteria published in the invitation initiating the procedure from the DBR (best price – value ratio evaluation criterion [Kbt. 76. § (2) c)]). Any economic operator that meets the suitability criteria defined by the inviting party may join the dynamic procurement system for its entire duration. When submitting a participation declaration, the participant must declare, in the context of the procurement procedure, whether there is a ban on the award of the public procurement or concession contract due to the restrictive measures imposed by the Russian measures destabilising the situation in Ukraine, as defined in Article 5k(1) of Council Regulation (EU) No 833/2014 of 31 July 2014 (EKR form). Based on Kbt. 69. § (7), the contracting authority requests the submission of the exclusions and suitability evidence (evidence according to Kbt. 69. § (4)) from the participants, with a deadline of 5 working days, as the contracting authority considers these necessary for the proper conduct of the procedure. The contracting authority sends the invitation to submit the evidence to those economic operators who have submitted a participation declaration by the deadline for participation. Those economic operators who submit a participation declaration after the establishment of the DBR will receive the contracting authority's invitation to submit the evidence during the review period of their participation declaration. The detailed tasks are included in the procurement documents issued in the tendering phase. The inviting party informs the T. Tenderers that, pursuant to Section 46 (4) – (5) of Government Decree 321/2015 (X. 30.) ("Kr."), the technical description must be understood to include the expression "or equivalent", i.e. the inviting party accepts an equivalent offer if the equivalence is substantiated in the tender in accordance with Section 46 (4) – (5) of Government Decree 321/2015 (X. 30.). Based on Kbt. 107. § (2), the inviting party reserves the right to determine, simultaneously with the dispatch of the invitation to tender, the possibility of submitting a sub-tender in the invitation to tender for the specific procurement needs stated therein, depending on the subject matter and nature of the specific procurements.
