The MEANS AöR is leasing the passive network infrastructure, which it is yet to construct for the Dark Grey Spots Measure, to a network operator for the operation of a public telecommunications network and the provision of telecommunications services to citizens and businesses. The expansion area includes Enkenbach-Alsenborn, Mehlingen, Neuhemsbach and Sembach. The basis for calculation is the address list II.4.2 with 2,180 address points. The network operator provides and operates its active telecommunications technology, ensures the supply to end customers and open, non-discriminatory network access for third parties at the wholesale level. The passive infrastructure, including house connections, is provided by the AöR or its commissioned company.
