The objective of the Dynamic Purchasing System (hereinafter also "DPS") is to provide security and reception services to the customers of Hansel Oy (hereinafter Hansel). The services covered by the Dynamic Purchasing System are as follows:

• reception, visitor and administrative support services

• alarm monitoring

• order maintenance

• local guarding

• perimeter guarding

• site guarding

• security inspection

The additional services covered by the Dynamic Purchasing System are as follows:

• valuables transport

• key management services

• remote monitoring

• personnel card services

• personal protection

• training, inspection and planning services (such as safety management)

• wireless call button service

• main user services

• virtual reception services

The procurement objective is divided into two (2) mutually independent classes (sub-areas):

• Class 1, security and reception services and

• Class 2, security and reception services.

The customer makes the procurement in one of the classes of the Dynamic Purchasing System according to their procurement needs and within the limits set by the conditions of the Dynamic Purchasing System. If the customer requires that the service provided includes a control centre, operated by the Supplier under their full responsibility (both premises and own staff), which the Supplier uses to provide the service to the customer according to the procurement contract, the procurement must be made from Class 1, Security and Reception Services. In addition to the above requirement, other conditions related to class selection are described in the tender documents attachment 3 "Dynamic Purchasing System Operating Model" section 1.5 and the ESPD form.

The objective of the Dynamic Purchasing System is described in more detail in the tender documents and their attachments, especially in attachment 1 "Objective of the Dynamic Purchasing System". During the validity period of the Dynamic Purchasing System, all interested candidates may submit an application to participate in it. A candidate may apply to one or both classes with one application. If a candidate submits an application to Class 1, Security and Reception Services and meets the requirements set for Class 1, Security and Reception Services, the candidate will be accepted to Class 1, Security and Reception Services. If a candidate submits an application to Class 2, Security and Reception Services and meets the requirements set for Class 2, Security and Reception Services, the candidate will be accepted to Class 2, Security and Reception Services. If a candidate submits an application to both classes and has indicated in the section "Procurement Objective Criteria" their willingness to participate in both Class 1, Security and Reception Services and Class 2, Security and Reception Services and meets the requirements set for Class 1, Security and Reception Services, the candidate will be automatically accepted to Class 2, Security and Reception Services as well.

The Dynamic Purchasing System is valid until the date stated in the procurement notice, unless it is terminated or amended while the Dynamic Purchasing System is in force. The procurement phase of the Dynamic Purchasing System begins after the establishment phase on 13.5.2026 and ends when the validity period of the Dynamic Purchasing System ends. The validity period of the Dynamic Purchasing System is until 31.12.2032. Procurement contracts may be valid for a maximum of six (6) years. Procurements (orders) based on the procurement contract may be made before the expiry of the procurement contract. The conditions of this Dynamic Purchasing System and the procurement contract apply to the procurement contract until the Customer and the Supplier have fulfilled all the contractual obligations of the Dynamic Purchasing System and the procurement contract.

**SCOPE OF THE DYNAMIC PURCHASING SYSTEM:** The estimated total value of the Dynamic Purchasing System is a maximum of 160,000,000 euros (excluding VAT). The maximum values per class are:

Class 1. 112,000,000 euros (excluding VAT),

Class 2. 48,000,000 euros (excluding VAT).
