Description
Within the scope of this procurement procedure, the intention is to award the planning and implementation of a station renovation with approximately 330 m2 of gross floor area within the existing building of the forensic clinic at Klinikum Bremen Ost, dating from 2000, as well as the renewal of parts of the security-relevant locking system of the building complex. The existing station currently has eight beds, a sanitary unit, a lounge, and additional ancillary rooms. The aim of the construction measure is the functional and organisational restructuring of the station to create a modern and contemporary accommodation that meets current requirements. Within the scope of the renovation, seven single rooms with intensive care beds are to be created. Each patient room is to be equipped with its own sanitary unit, consisting of a washbasin and WC or shower room. In addition, an observation room, a lounge and therapy room, an additional small sanitary unit, as well as the necessary functional and ancillary rooms are to be created or renovated. In addition to the station renovation, the renewal of the existing locking system in defined areas of the building complex is planned. The subject of the measure is in particular the renewal of the locking systems on corridor and staircase doors. The planning must take into account the special security requirements of forensic use as well as the requirements for operational safety, access control and future expansion options. The planning and implementation takes place within an existing hospital building and must take into account the special requirements of the ongoing hospital operations as well as the specific security requirements of a forensic facility. In addition to the functional requirements, aspects of long-term economic efficiency, operational capability and vandal-resistant usability of the structural and technical systems must be taken into account. The aim is to develop a high-quality, economically viable and user-oriented solution that meets the requirements of the contracting authority and the future users equally. The planners to be commissioned are to accompany the contracting authority in the further planning and implementation of the construction project and ensure close coordination with all project participants. Particular importance is attached to compliance with the time and cost targets, consideration of the operational processes within the clinic, a high degree of user orientation and an efficient project organisation. The project has special requirements for planning and execution due to its use as a forensic clinic. These include in particular: - consideration of the security requirements of a forensic facility; - planning and implementation of the measures in the ongoing hospital operations with minimisation of disruptions to the operational processes, whereby the station undergoing renovation will be vacated; - coordination of the structural and technical measures with the requirements of fire protection, hospital hygiene and occupational safety; - integration of the renewal of the locking system into the existing security and organisational structure of the building complex; - consideration of increased requirements for robustness, tamper-proofing and vandal resistance of the components, fittings and surfaces used; - selection of long-lasting and low-maintenance materials, taking into account the special stresses in forensic operations; - implementation of structural and technical solutions to minimise damage, repair effort and operational interruptions.
