No deadline given

Description

COSMOS will initially be used by DGA Essais en vol (DGA EV). However, the need for configuration management is shared by other entities of the DGA, so the solution can be used by other test centres. DGA EV carries out the evaluation and qualification of French military aircraft at the sites of Cazaux and Istres. To do this, the sites develop security installations and Test and Measurement Installations (IEM) to qualify the various systems under test. These IEM, often of a prototype nature, modify the definition of the carrier and its capabilities. These aircraft therefore fly under specific authorisation. The deviations between the base aircraft and the modified aircraft to meet the test requirements must be known and documented. The objective is therefore to develop a test configuration management software for the benefit of DGA EV, allowing to manage the applicable configurations by creating the hardware, software and functional architectures of the IEM on the aircraft, associating constraints, in particular of airworthiness. This software will allow the approval of configurations as well as the request for installation of the IEM on the aircraft. It will also retain the history of configurations. The deadline for the submission of tenders is set for 18 March 2026 at 11:00 (Paris time). Those listed in section 5.1.12 are in UTC format. The estimated amount listed in section 2.1.3 corresponds to an overall estimate for the framework agreement project, without commitment on the part of the State. This is a Composite Framework Agreement (including a firm part, a part for Purchase Orders and a part for Subsequent Contracts), single-source, falling within the scope of Defence or Security Contracts. The firm part concerns the development, installation and commissioning, the purchase orders cover the annual MCO, diagnostic needs for malfunction and the transfer of competence services (Admin/Users) and the subsequent contracts will be dedicated to any potential needs for functional extensions. The maximum amount indicated in sections 2 and 5 below is exclusive of tax. Candidates must specify whether they are applying individually or as a group. It is forbidden for candidates to submit, for the framework agreement, several offers by acting at the same time: 1. as individual candidates and as members of one or more groups; 2. as members of several groups. The composition of the groups may be modified, and it is possible to form new ones between the submission of the applications and the end of the negotiations if all the members of the new group, presented at the stage of the offers, have been authorised at the stage of the applications to submit an offer or to participate in it, at least as an accepted subcontractor in the application phase. The newly constituted group must comply with the requirements relating to the capacities of the candidates. Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. Signature of documents: The documents contained in the application file requiring a signature must be signed by a person authorised to commit the company (with indication of the name, first name, position of the signatory, and with the company's stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, a document attesting to the signatory's capacity to commit the company must be provided. As regards electronic files, a signed zip file does not constitute a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorised to commit the company. A scanned handwritten signature cannot replace the electronic signature. All members of the group must opt for the same signature format (handwritten or electronic) without the possibility of mixing the two types of signatures. The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is mandatory, on pain of rejection of the economic operator's application. The documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic. In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area.
