The Immobilien Projektmanagement Düsseldorf GmbH is a 100% subsidiary of the State Capital Düsseldorf (LHD). The IPM carries out various construction contracts on behalf of the LHD. It intends, on behalf of the LHD, to construct a new building for the Deutsche Oper am Rhein in Düsseldorf - the Opera House of the Future - at Am Wehrhahn 1 in Düsseldorf-Stadtmitte between Tonhallenstraße and Oststraße. The aim is to build a forward-looking building that, in an innovative and economical way, creates a space for culture and communication. At the new location, not only will the functions of a modern new opera and ballet house be developed, but additional institutions will be integrated, namely the municipal Clara-Schumann-Music School and the Music Library of the City Libraries Düsseldorf. Thus, the Opera House of the Future will be a cultural venue for all citizens. Under the term "Opera House of the Future", the triad between Deutsche Oper am Rhein, Clara-Schumann-Music School and Music Library is understood in the sense of a spatial and conceptual summary of these institutions. The contracting authority is considering implementing the project within the framework of a Partnering Project Implementation (PPA) in the sense of an integrated project implementation. The central building block of the PPA model is a uniform partnership agreement, which the contracting authority concludes with the key partners for planning and construction. According to this, the contracting parties form a team of equal partners who jointly pursue the goal of project success. This enables efficient and goal-oriented cooperation of all project partners to achieve the project goals to the best possible extent. The PPA requires that the partners be willing to cooperate and collaborate to a high degree. The remuneration is made in principle in the form of a cost reimbursement for proven actually incurred costs. In combination with the aforementioned partnering project implementation form, the contracting authority also intends to use collaborative working methods (methods of Lean Construction and Building Information Modelling (BIM)). In addition to the construction and supply services, the contractor is to provide planning and consulting services (planning support services). The planning and consulting services are to be provided for the contracting authority or for the further project participants commissioned by the contracting authority for planning (object and specialist planners) and execution (executing companies). The general planner has already been determined by a preceding architectural competition. The start of the planning is scheduled for the third quarter of 2026. More detailed information will be worked out jointly. The contracting authority pursues the goal of effectively using the experience and knowledge of all contractors from the areas of construction execution, particularly with regard to planning optimisations, construction processes and sequences, site management and logistics, as well as cost and time optimisations, in an early phase of the project. Experience and knowledge from the areas of planning and execution should be exchanged in such a way that the transfer between planning and construction execution can be implemented smoothly. Interfaces should be identified and defined at an early stage in order to avoid conflicts between planning and execution and to be able to focus on optimising the provision of services. The contractors provide their services with mutual consideration of the experience and knowledge of the other project participants in the sense of the principle "best for project". Possible course of a PPA see Annex 1. Within the framework of this selection procedure, a concretisation of the planning support services will take place.
