Poland – Ambulances – Dostawa dwóch ambulansów medycznych typu "C" z napędem na obie osie, z zabudową medyczną oraz wyposażeniem medycznym

The subject of the contract is the delivery of two type "C" medical ambulances with all-wheel drive, with medical superstructure and medical equipment, in accordance with applicable regulations and the requirements of the Contracting Authority, intended for the performance of tasks in the field of population protection and civil defense for the needs of the Independent Public Voivodeship Emergency Medical Service in Gorzów Wlkp.

2. Description of the subject of the contract, which contains the minimum requirements regarding the base vehicle, adaptation for a sanitary ambulance, equipment of the medical compartment and medical equipment, was specified in Annex No. 3 to the SWZ, which is an integral part of the Specification of Contract Conditions.

3. Requirements for the subject of the contract:

3.1. The Contracting Authority requires the offer of two factory-new, produced no earlier than 2025, type "C" medical ambulances with all-wheel drive, with medical superstructure and medical equipment meeting the requirements of the Polish standard PN-EN 1789+A2:2015-01. The Contracting Authority accepts equivalent standards.

3.2. The offered ambulances must have factory-new equipment, free from defects, covered by the manufacturer's warranty for the vehicle, meeting the requirements of the Act of 20 June 1997 on Road Traffic, the Regulation of the Minister of Infrastructure of 31 December 2002 on the technical conditions of vehicles and the scope of their necessary equipment, the applicable standards PN-EN 1789+A2:2015-01 for a type C road transport vehicle and PN-EN 1865 (requirements for stretchers and other medical equipment for moving the patient used in road ambulances) or equivalent standards.

3.3. The delivered ambulances and medical equipment should be new and unused, without defects, design, manufacturing and other technical faults that could manifest during its use.

3.4. The offered ambulances must meet the requirements of the Regulation of the Minister of Health of 3 December 2025 on the marking of the State Medical Rescue System and requirements regarding the uniform of medical rescue teams.

3.5. The offered ambulances must meet the requirements set out in the Regulation of the Minister of Infrastructure of 31 August 2022 on the detailed actions of authorities in matters related to the admission of a vehicle to traffic and the patterns of documents in these matters and the Regulation of the Minister of Infrastructure of 20 June 2023 amending the regulation on the detailed actions of authorities in matters related to the admission of a vehicle to traffic and the patterns of documents in these matters.

3.6. The offered ambulances must have a vehicle type-approval certificate (base vehicle with medical superstructure), issued in accordance with the Regulation of the Minister of Infrastructure of 2 August 2023 on the type-approval of vehicles. The type-approval of the offered ambulance must allow registration in Poland.

3.7. If applicable - The Contracting Authority requires that after delivery of the subject of the contract and registration of the ambulance by the Contracting Authority - the Contractor, at its own cost: a) within 3 days of registering the vehicle, collect it from the Contracting Authority for the purpose of factory dismantling of the speed limiter, b) deliver the vehicle with the dismantled speed limiter to the Contracting Authority within 7 days from the date of collection of the vehicle.

3.8. The offered equipment and medical equipment must be approved for circulation in accordance with the provisions of: • Act of 7 April 2022 on medical devices (i.e. Journal of Laws of 2024, item 1620 with later amendments), • Regulation of the European Parliament and of the Council (EU) 2017/745 of 5 April 2017 on medical devices, amending Directive 2001/83/EC, Regulation (EC) No 178/2002 and Regulation (EC) No 1223/2009 and repealing Council Directives 90/385/EEC and 93/42/EEC. The Contractor selected will provide the Contracting Authority with the documents approving the subject of the contract for circulation upon delivery.

3.9. The minimum requirements for the equipment of the ambulance with antennas and antenna installation of the Lubuskie Voivodeship Office are contained in Annex No. 10 to the SWZ.

3.10. If applicable - The Contracting Authority requires that the offered service, including all ICT products, ICT services and ICT processes used to implement the contract, both as main elements and components, elements of the service environment or accompanying solutions, does not include: a) ICT products, ICT services or ICT processes indicated in the recommendation referred to in Article 33(4) of the Act of 5 July 2018 on the national cybersecurity system, stating their negative impact on the fundamental interest of the state's security; b) an ICT product, the type of which was determined in a decision on the recognition of a supplier as a high-risk supplier, referred to in Article 67b(15) of the Act of 5 July 2018 on the national cybersecurity system, or ICT services or ICT processes specified in that decision.
