Daily, VRT's own productions air on screen. In addition to VRT's own resources, VRT turns to the external market for the creation and installation of sets based on an existing VRT design. This procedure aims to conclude a framework agreement with multiple contractors. In the event of a specific need, a mini-competition will be organised within this framework agreement. The framework agreement aims to build a portfolio of suitable parties that are eligible for orders for the creation of sets in external studios, including delivery and placement in a set. During the term, the selected parties receive communication about the specific orders that fall under this lot. Participation in a mini-competition is not mandatory. Given the varied nature, size, and complexity of the orders within this framework agreement, the order is split into multiple parcels. The set construction orders can range from limited decor elements or simple studio setups to complete, large-scale, and technically complex sets. Not every market participant has the same production capacity, technical expertise, logistical resources, or project organisation to execute each type of order qualitatively and reliably. By splitting the order into parcels based on scale, complexity, and required capacity, the contracting authority aims to promote competition, widen access for specialised businesses, and ensure that each specific order within the framework agreement is presented to entrepreneurs who have the appropriate capacity and expertise.
