Poland – Command and liaison vehicles – Samochód dowodzenia i łączności (kompanijne stanowisko dowodzenia) – 3 sztuki

The subject of the contract is the delivery of three, factory-new command and communication vehicles (company command posts). The subject of the contract has been divided into parts. The contracting authority, in accordance with Article 91(1) of the p.z.p., allows the submission of partial tenders. A tender can be submitted in relation to one, two, or three parts of the contract. The contracting authority does not limit the number of contract parts that may be awarded to one Contractor. Tenders for each part of the contract will be examined and evaluated separately, namely: 1) Part A – delivery of one command and communication vehicle (company command post) for KM PSP Płock, 2) Part B – delivery of one command and communication vehicle (company command post) for KM PSP Słupsk, 3) Part C – delivery of one command and communication vehicle (company command post) for KP PSP Piła. The contracting authority does not allow the submission of variant tenders or in the form of electronic catalogs. A detailed description and the method of implementing the individual parts of the contract is contained in the OPZ, namely: 1) for Part A of the contract in Annex No. 3A to SWZ, 2) for Part B of the contract in Annex No. 3B to SWZ, 3) for Part C of the contract in Annex No. 3C to SWZ. The contracting authority envisages the application of the so-called reverse procedure, as referred to in Article 139(1) of the p.z.p., namely the contracting authority will first carry out an examination and evaluation of the tenders, and then carry out the substantive qualification of the Contractor, whose tender has been most highly evaluated, in terms of the absence of grounds for exclusion and the fulfillment of the conditions for participation in the procedure. In accordance with Article 257 p.z.p., the contracting authority envisages the possibility of invalidating the subject of the procedure if the public funds that the contracting authority intended to allocate for the financing of the whole or part of the contract have not been granted to it. The contracting authority may invalidate the procedure for the award of the contract before the deadline for the submission of tenders if circumstances arise that make further conduct of the procedure unjustified. The contracting authority does not envisage the award of contracts, as referred to in Article 214(1)(8) p.z.p. The contracting authority does not envisage an electronic auction. The contracting authority does not conduct a procedure for the conclusion of a framework agreement. The purchase is being implemented as part of the Project entitled: „Increasing the effectiveness of conducting long-term rescue actions – stage II”.
