Finland – Engineering services – Suurjännitteisten kaapeliyhteyksien suunnittelu- ja asiantuntijapalveluiden hankinta

The subject of the procurement is technical design services for high-voltage underground cable connections in the procurer's high-voltage network projects. The framework agreement aims to ensure that the procurer has sufficient and flexible expert resources for the design of high-voltage cable projects, as well as expert support for the design at different stages of the projects. The procurement primarily includes the following services:

• technical design and expert tasks for high-voltage underground cable connections

• design of cable solutions, structures, and dimensions

• technical review, comparison, and coordination of cable route alternatives

• design documentation and technical reports according to the procurer's instructions

• coordination of the design with the procurer's other design and project management

• permits, environmental assessments, and stakeholder cooperation related to cable routes

• expert support in different phases of the project

The preliminary content of the procurement is described in the "Description of the Procurement Subject" (Attachment 1) attached to the invitation to participate. Documents related to the procurement and their content will be supplemented during the procurement process, and the final procurement subject and requirements will be presented in the final invitation to tender. The framework agreement has a duration of 2 years, after which the agreement can be extended (options) twice (2) for two (2) years (maximum duration 6 years). The procurer will select three (3) bidders with the best comparative points in the competition as suppliers for the framework agreement. The values of the orders made by the procurer based on the framework agreement vary approximately between 10 000 – 250 000 euros (VAT 0 %) per order. Individual orders may be larger. The maximum value of the framework agreement is 5 000 000 euros (VAT 0 %), including the option periods. The procurer has no minimum or quantity purchase obligations under this Agreement. The Agreement does not constitute an exclusive right to the services under the Agreement. The procurement includes joint procurement. Helen Oy's subsidiaries, such as Helen Sähköverkko Oy, have the right to issue orders under the terms of the framework agreement. The service orders primarily relate to the needs of Helen Oy and its subsidiary Helen Sähköverkko Oy. Other subsidiaries of Helen Oy issue orders to a lesser extent.
