A General Interest Programme (PIG) - France Rénov' Territorial Pact is in place in the Département du Doubs and aims to localise the missions of the Agence Nationale de l’Habitat (Anah). Locally, it is the Département du Doubs that carries out this "pact" and contracts with the various communities of communes in the Doubs. The PTFR' has 3 components: - Component 1: Territorial dynamics; - Component 2: Information - advice - guidance; - Component 3: Support. The Communauté de Communes Loue Lison has committed to the Département du Doubs and provides an operational response to the first two components of the PTFR'. Component 1 and 2 are operational and will not be interrupted during the implementation period of Component 3. This consultation aims to select an operator who will follow up and animate the third component dedicated to supporting project owners in the territory. The candidate will provide project management assistance to owners (occupiers or landlords), co-ownerships, and communes with communal housing. The operator will support the owners in the development and follow-up of their applications for aid as a "Mon Accompagnateur Renov'" (MAR) for Anah aid applications. The start of the operation is subject to the signing of an amendment between the CCLL and the Département du Doubs to include the deployment of Component 3 – Support in the PTFR' of the Doubs. This date has not yet been defined but will depend on the decision taken by the Département du Doubs on 28 September 2026. It is important to note that the launch of the contract is subject to the signature by the various parties of the PTFR' of the Doubs.
