Description
LINK digital is a German company that supports the digitalisation of grid expansion projects for the energy transition. It is a jointly founded company of the transmission system operators 50Hertz, LINK digital and TransnetBW and describes itself as a "digitalisation partner in grid expansion". Objective and Scope of Services With this procurement procedure, LINK digital aims to contract two powerful, secure, scalable and short-term deployable Common Data Environment SaaS solutions. The framework contracts to be tendered are intended to cover a comparable scope of services in each case and to enable LINK digital and the shareholders to call up project-specific requirements for CDE services in the future flexibly, competitively and in line with demand via Mini-Competitions. The focus is on the awarding of two framework contracts to providers whose SaaS platforms can provide the required basic functionalities according to FB1 Core CDE (see module overview below and further specifications within the documents of this invitation to tender) within the shortest possible time. Both providers must be able to prepare their platforms for subsequent calls within the framework of Mini-Competitions after award. The initial platform provision is therefore intended in particular to establish the basic technical, functional, operational and organisational readiness of the respective SaaS solution for calls. PEACE is logically divided into at least four functional areas, which are to be provided in modules: Core CDE (Document Management) [FB1 as part of the basic package]: This is the core area. The highest requirements apply to security, traceability and formal review processes, as the legal safeguarding of the project must be ensured. It serves as the "Single Source of Truth" for all delivery-relevant and contractual documents. This area serves as a tamper-proof archive, controls formal review processes and manages all contractually relevant correspondence (Claims / Correspondence) in a traceable and tamper-proof manner. Collaboration (Technical Collaboration & Coordination) [Module – FB2]: Support for joint work on drafts ("Work in Progress"). The aim is to integrate Office applications directly to enable processing in the browser and to avoid local data copies (Shadow IT). This forms the interactive working environment for planning teams and engineers. Technical coordination takes place here before formal release. This area replaces unstructured storage (SharePoint/Fileserver) with process-supported collaboration on plans and models. Site Management (Construction Management & Field Processes) [Module – FB3]: This area supports on-site construction supervision. A distinction is made here between operational tasks (list of open points, photos), which can be captured quickly via an app, and contractual processes (defects according to VOB), which must be managed formally. This area provides tools for capturing, documenting and controlling construction progress and quality. The focus is on hybrid use: quick data capture on site (mobile/offline) and detailed post-processing and reporting in the construction office (desktop). Asset Information (Data Linking) [Module – FB4]: PEACE must be able to link documents directly to the technical objects (assets). The aim is not only to search by file name, but to be able to navigate directly from the component (e.g. mast, pump) to the associated plans and manuals. This forms the basis for the operating personnel. This area thus supports the management of the structure-forming asset information. Here it is defined what is to be built (should) and what has been concretely installed (is). This area ensures data quality for later operation without mapping operational management. Overall, the focus is on the planning and construction phase. Volume Estimate The estimated volume of the two framework contracts to be awarded, which is advertised without a call-off obligation, is approximately 80.000.000 EUR licence volume and additionally approximately 5.000.000 EUR change volume.
