This tender is part of the Public Service Delegation (DSP) relating to the urban heating and cooling network "Plaine Campus", granted by Toulouse Métropole to the company Toulouse Énergie Durable (TED). To meet the challenges of energy transition and secure supply, Amendment No. 7 to the DSP contract provides for a major extension of the network and a densification of production means via renewable energies. The operation involves the creation of an innovative heat production tool using the energy of the Garonne. This project aims to increase the EnRR rate of the network to more than 85%. The project involves the rehabilitation and transformation of an emblematic existing building located on the Île du Ramier into a 5.5MW hydrothermal power plant. This site, subject to strong technical, heritage and environmental constraints, must accommodate a cascade of high-tech heat pumps (HP) enhancing the thermal energy captured from the Garonne. The project requires exemplary treatment. The tender covers a global mission of design and build covering both the building and the industrial process. The successful tenderer will ensure the full scope of design and build services as per the Public Procurement Code, complemented by superior quality requirements for the management of process/building interfaces, accessibility, maintenance and thermal performance of the power plant.
