GSE Gesellschaft für StadtEntwicklung gemeinnützige GmbH is a social welfare provider tasked with carrying out youth welfare and social care tasks as part of urban development. As a company of the Stiftung SPI and the AWO Landesverband Berlin e. V., it develops, initiates and manages projects, particularly for socially disadvantaged and support-needy target groups. The client's tasks include, among others, the trustee management of the properties of the State of Berlin, the provision and management of housing for various target groups, as well as the care and support of tenants. To ensure an economical, reliable and socially acceptable recording and provision of consumption and measurement data, the client intends to conclude a framework agreement for the provision of services in the field of submetering according to the Heating Costs Ordinance (HeizkostenV) and Submetering Gateway Administration. The services serve to equip the properties managed by the client with a modern and future-proof metering infrastructure. The scope of services includes, in particular, the supply and provision of the necessary submetering components and metering systems, the installation and commissioning of the devices in existing properties, the operation and ongoing technical maintenance of the metering infrastructure, as well as the provision, operation and administration of submetering gateways for the recording, processing and transmission of metering data. This includes the supply, installation, operation and maintenance of radio-based smoke detectors, including the legally required testing and documentation services. In addition, the performance of meter data collection, the preparation and provision of consumption data, as well as all ancillary services required for proper performance are part of the contract. The provision of services is carried out on a needs basis on the basis of individual object-related calls during the contract period. For the systems installed and operated as part of the individual calls, longer object-related contract periods may be provided, as the contractor has to provide considerable investment-related advance services for procurement, installation, technical integration, data infrastructure, rollout and migration measures, as well as ongoing operation including maintenance and support. The planned contract periods are based on the technical usage and calibration cycles of the metering systems used and serve to ensure economical, trouble-free and technically consistent operation of the metering infrastructure over its entire life cycle. The specific technical and functional requirements result from the specification and the tender documents.
