Germany – Analysis services – Rahmenvereinbarung zur Analytik von Umweltproben

The subject of this tender is the analysis of predetermined parameters from the sample matrices of wastewater and leachate, surface water (flowing water/still water), groundwater and, if applicable, solid samples. The analysis methods will be specified by the contracting authority. The transport of samples to the contractor's laboratory will be carried out by the contractor either by their own couriers or by suitable courier services. The test results are to be made available to the contracting authority in digital form as result tables (file format CSV or XML) according to the file structure specified by the contracting authority, as well as as immutable PDF test reports. The aim is to conclude a framework agreement with several participants. The framework agreement includes all bidders who are professionally suitable and submit a formally and timely compliant offer. There is no maximum limitation on the number of participants. After the opening and examination of the offers, the contracting authority will create a ranking list/ranking list per advertised parameter or parameter group, i.e. per individual position of the price/performance list (Part 5 of the tender documents, Table Sheet A-Parameter List). The bidder with the most economical offer for the individual position will receive the award for the respective individual order in which they are ranked in the first place. Regardless of the ranking of their offer, all bidders who have submitted a valuable offer for the respective position will be included in the framework agreement. The conditions for the individual calls are fixed, and no mini-competition will take place within the fixed contract period. A mini-competition with price inquiry will take place for the optional third and fourth contract year, in which the ranking may change.
