The Freihafenelbbrücke (FHEB) was damaged by a ship collision on 28.10.2025. Subsequent investigations and checks by the HPA have shown that the bridge cannot be repaired on site, can no longer be used safely and that the middle section must be dismantled as soon as possible. The road including footpath and cycle path and the middle ship passage are closed. At the same time, investigations on various structures along the Neue Elbbrücken (B4/B75) route revealed that these structures are in a worse condition than previous inspections had led to expect. This means that in the coming years, various significant restrictions on these route's structures must be expected for repair and upgrading work. The temporal overlap with the consequences of the ship collision and the observable traffic impacts create a particular temporal urgency for remedial action. Closures in the area of the Neue Elbbrücken lead to significantly reduced traffic capacities, which over a period of several years at relevant times of day result in traffic conditions that are unacceptable for both commuter and Hamburg Port traffic. To remedy the situation, it is planned to erect a bridge train immediately west of the Neue Elbbrücken. The bridge is to be completed by the end of 2027. The subject of this tender is the construction and integrated planning of a bridge train across the Norderelbe in Hamburg. To ensure rapid construction of the bridge train, military infrastructure and civil defense bridging equipment will be used. The bridge train will be designed as a single-span beam chain consisting of D-bridges and S-bridges depending on the required support width. These bridge elements will probably be rented by the client from the Federal Government. A contractor is sought who will take over and continue the ongoing planning in the design planning stage (Stage 1 of the contract) and, following the decision of the Hamburg Bürgerschaft to implement a temporary bridge, probably starting construction work in October 2026 (Stage 2 of the contract) and completing it by the end of 2027. The contractor must develop a construction-ready design based on the available documents and, in parallel, provide the necessary services for ordnance clearance. This includes the review and updating of clearance concepts, survey measures to clear ordnance suspicion and, if necessary, technical support for the professional clearance and disposal of existing ordnance in coordination with the responsible authorities. The planning for the execution includes in particular the clearance of vegetation, floor coverings and other building materials, earthworks for the production of ramp bodies including terrain elevations, the planning of soil improvements after extended site investigations and the dimensioning of necessary retaining structures, in particular in the form of anchored sheet pile walls or comparable systems and the planning for road construction, taking into account the load class 100, including the connection areas. In addition, the ramp areas in the area of the abutments are to be designed using stabilising columns and a coherent construction sequence concept is to be developed taking into account the traffic requirements. If provisional surface stabilisations or construction roads are required during the planning process, these will also be the subject of this contract.
